1 in each region of space. and they should be monitored by GM's regularly for Macro activity...
Guaranteed This would stop a HUGE Portion of the Abused and exploited Ice market and force people to actually hire out ice miners or mine it themselves instead of Just waiting for the macros to fill their Cheap cheap chea buy orders..

The problem with concentrating the ice belts is that it can cause uber lag in the ice systems. And it can be a logistical problem if the nearest ice belts to your Poses are miles away.
The problem with concentating the belts in low sec is that as well as the lag, it makes it easy for Mean People to just camp the systems and stop any ice getting out.

thats a good idea allow them to continue if they are found but .... tag em so that concord wont shoot em but in some way allow other peeps freedom to attack em
Perhaps mark em as known farmer - thats a good idea free for all PVP in high sec
