Forgive my ignorence. Currently all my Lvl2 missions are a (negative) quality, however L1's are a positive #. I have been using a L2 agent for the last 300 or so missions, and I have yet to see a L3 available to me. Im really needing some insite/help with understanding these agents.

Maybe I can help. :)
Your agent works for a corporation. Every time you complete a mission for that agent, your standing with that corporation goes up a little bit. Go to your faction/corporation standings tab and find that corporation and click the little blue button. You'll see the corporation information. Go to the agent tab. You'll see a complete list of all the agents that work for that corporation. Some will be available, some won't be.
If the lowest L3 agent is still unavailable to you, right click that agent, or any agent that you want to work for, and look at their information. They'll tell you that you need a minimum personal, corporate, or factional standing of X.XX to work for them. If you're increasing at a really slow rate, you might want to consider training some social skills to increase your standing gain. =)

yes Social skills will definitly help a lot.
other than that though, you just have to grind the lvl 2 missions and get through it. you can watch your standing increase each time you do a mission by looking at the corporations standing towards you and keeping an eye on it and then maybe guestimate how many more missions it will take to reach what you need for your lvl three agent

Are you using the agents for the same corporation? Do you do storyline missions and if yes, are they for the same corp? I believe it took me ~60 kill missions to get from level 2 to level 3 agents.

hey everyone, I appreciate the answers. I did like you said and checked agents. It looks like I can use one lvl 3 agent, he is just like 30 jumps away so looks like I need to find a corp that has a closer lvl 3 agent
