Hello,
I am a good PvE pilot, whilst my missile skills aren't the best, I will be able to sit in a Golem in 15 days with T2 cruise missiles. With my implants (HG Crystals including Omega) I can already tank Lvl 4s in a Navy Raven. I run Lvl 4 missions for Corporate Police Force, and operate from Kaimon, which is 3 jumps from Jita.
Skills
Due to the cost of the implants and specialization, I will be looking at 7bil isk as a buyout.
