From what I hear, the new regions aren't open yet. Then again, they said the same thing about the new ships.
As for the other part... are you saying the sovreignty is rogue drone? That might be just a placeholder sov for the new regions... or we might be getting a massive rogue robot uprising going, Galactica-style. Wouldn't that be fun?

I've been exploring out there too. Haven't seen a rat larger than 800k bs, that might be a bug. Also rat density seems pretty low.
I've seen Ark, Crok, Bist, Ochre, and mercx out here.
Haven't seen any complexes (but I dont have probes either.)
The rats drop drone mineral compounds.

I'm noticing there are a lot more links on this map than I remember.
