Since javelins have been rendered useless, how about FINALLY letting this skill apply to torpedos? I mean as it is they don't even do full damage to half the BS around, lol. If need be you can raise torp explosive radius to 450 or so while letting the skill apply. That means you need lvl 3 to get a better radius than you have now.
It would also mean you need more SP to be skilled with torps, since people often complain about them being too easy to use. You could get torps with only missile operation 4, but you need missile operation 5 to get Guided Missile Precision.

Nerfed to oblivion on test. They are actually worse on small targets now, they are just faster and longer ranged than torps, with lower damage and the same explosive radius.

And by longer range, we mean like 30km further than t1 torps.

torps have their role in dealing damage to larger ships. --- It's a dream paradox...

It basically just means that Torps will now be exactly like their smaller counterpart, rockets, when it comes to T2. Ie. noone will dare use the t2 ammo because the benifits do not even come close to balancing out the penalties. Which, in turn, means we can expect that the Javelin and Rage Heavy Assault Missiles will be equally as useless.

4yi, t1 torps do full damage to all BS apart from geddon, typhoon and tempest due to sig rad (geddon was beeing promised to get a sig rad nerf that never happened and typhoon/tempest to be left like they are due to their lesser tanking abilities as per Dev) _____________________________

Well, javelin heavy assault missiles' penalty is -5% velocity. Much less than torpedoes' -20%.
And rage and t1 heavy assault missiles both hit to ~15km max. So having javelin heavy assaults in cargo will be a no-brainer for anyone who wants to have the possibility to begin firing at long ranges, since they have ~100km range.

Nice So One Of My Two Large Weapons Does Full Damage Only Against a Megathron, A Domi, An Apoc And A Scorp Oh And Capital Ships... Very Usefull

The changes to most T2 ammunitions look as if someone did them without cross-checking against other ammo types. Or played dice or something like that. 
I liked my ACTorpPhoon (ATP) even if I had to dock in many L4 missions for grabbing more ammo. T2 torps helped a lot as long as I had my targets painted good.
With the current state of the Torps on SiSI ... I think I'll train for a Domi now. --*=*=*--
