Heavies
2.4 Clip / .06 per Missile * 12 RoF = 480 Sec of Firing.
To recap:
Rockets: 128 Standards: 600 Heavy Assault: 160 Heavies: 480
Ratio Between Standard and Heavy (600 / 480 ) = 1.25 Ratio Between Rockets and Heavy Assault (128 / 160) = 0.80
Ratio Between Standards and Rockets (600 / 128) : ~4.68x Ratio Between Heavies and Heavy Assaults ( 480 / 160 ): 3x
Make sense?

No - it doesn't make any sense, cause I F'd up the numbers... Fixed now.
now this raises some questions to me:
was this taken into account? is it good enough like this, or would it be better to approach the rocket->heavy assault to the same ratio as the standard -> heavy launcher? -------

Yeah, seems to me that rockets could use a larger clip size...

heavy assault clip size could do with a bump up to say 40 per clip for a T2. 3 sec rof is hindered by having to re-load every 75 seconds.. unless you stagger your launchers I guess which would make for intelligent missile combat :O

actually my point was to decrease the heavy assault clip
...unless the heavy assault->torpedo ratio is equivalent to the heavy launcher -> cruise missile ratio. -------

Torp 4.0 Clip / .2 per Missile * 19.20 RoF = 384 Sec of Firing
Cruise
2.7 Clip / .1 per Missile * 17.6 RoF = 475 Sec of Firing
So this would give you:
Ratio Between Heavy and Cruise (480 / 475 ) = 1.01 Ratio Between HAM and Torp (160 / 384) = 0.41
Don't know what you could say about these numbers
