Just make industrial hardpoint for all ships. Like Turret/Launcher hardpoint. Mining laser only fit to industrial hardpoint. not to turret hardpoint.
This idea won't solove those issue?
Anyway I don't care if they change mining with battleship in empire space. Cause I am mining with my raven I gonna just switch to vexor or thorax. heh
Battleships should live or die in battle

Industrial ship 0(don't let em afk mining) Rookie ship 1 (for newbie) Frigate 2 Cruiser 3 Battle Ship 4 New Mining ship? 5-6 Titan 7-8

Or just leave the entire hardpoint/mining laser code as it is, and add a very simple new one:
New characters get a 30 day 'learning period' and after that you all pay 50-75% taxes on what you mine in empire space.Those asteroid belts belong to Amarr/Gallente/Caldari/Minmatar states respectivly.They didn't goto war over space systems for nothing.
NPC's are supposed to mimic player corps as much as possible, because thats how you create realism in the game..
That said, how do you think Fountain Alliance would react if you took 10 battleships with miner 2's and drones and said "Hi Guys, mind if we strip mine all your bistot?"
The same should be happening with NPC corps.Ore is a worthy asset, so you'd think the 4 empires would protect it, or atleast employ heavy taxation on it.
And how do you think the empires keep their fleets in shiney new scorpions and dominixes?

Although im not fully for the restriction of battleship's mining in secure systems i do understand it. Just go to your nearest starting system and >0.9 systems near it and all u will see is baby roids.
But this is not caused by industrial ships afk mining, i mean how much can u get into yout indy?
Its the battleships and group mining that have stripped the belts clean, quicker than they would respawn.

Im all for Industrial hardpoints, I have also pushed this idea.
However I think your slot allocation is messed.
The miner ship should take the place of the current BS in mining ops, the BS should be more or less useless for mining ops.
As for the cruisers there are alot of cruiser types that are currently not used by anyone, upp thise ships mining capabilities by giving them a higher number of industry hardpoints, that way we will see a greater divercity of ships out there.
Friggs, well they more or less already have mining, fighter ECM roles, just strengthen them.
Then to the miner ship, in my opinion that would be an industrial and thus it would be flown on the industrial piloting skill, make it lev 5 and place the production cost around 25M and it will do fine.
And CCP Im taking of the production cost, not the NPC price, NPC price would originally be about 50M to leave space for the price drop for mineral efficiency and such. Final price should land around 30M in my opinion.

You have to look at the slots per ship not per class of ship. Some cruisers are made for multi-role missions like Excurors and Ospreys. They shold be better miners than other cruisrs that are made for combat or electronics warefare.
I don't think ANY battleship shol dbe used for mining and if they are they should not be better than a cruiser.
I suggested this same thing a few months back in the idea lab. It opens up an entire new line of modules too. Repair modules for fixing other peoples ships, towing etc...
This also seems like the simplest solution since oyu don't have to muck with the game AI, add things to systems to penalize miners etc....
Maybe an even easier fix would be to decrease the yield of all the mining beams you have a ship past the first. So, a battlelship with 8 beams is mining the same as a cruiser with 4. Have mining beams decrease cap and shield strength too... make anyone who wants to be a miner BE A MINER and not a combat ship with mining beams.

heh That was just an example. I can't balance it,because I don't have enough experience with all ships cept caldari.
Industrial hardpoints can be used for following module. -Tractor beam(forgot whose idea,from Startrek ) -Deep core mining tool(if it's a module) -Construction Module(for First player constructions in space,check development page)
always, it's just an idea, or example. heh
