Hey guys.
As some may know, I am leaving eve for a while as can be seen here. I have decided to have some fun before going (Ricdic and Ricdics are basically shut down) and with this character (who will also cease to exist on 10th November) I am running my first ever lottery, and the first ever player run t2 bpo lottery.
If I am mistaken and it isnt the first, I apologise but will rephrase. This will be the first ever player run t2 bpo lottery that has ZERO minimum entrants. For example, if only 1 ticket is sold, that person will win the lottery. I am doing this for fun, not necessarily to make any isk from it.
How will this work?
My method will be to archive and password protect a text file, holding a number between 1-100. (Randomly generated). People will then buy their tickets and provide their chosen number/s.
What happens if no-one gets the number
Now , this bpo must go, so in the event that no-one has the given number, the closest person either above or below said number, will be the winner.
What happens if more than one person gets the number or closest number?
In the event of this happening, those who have tied first will be asked to pick 1 new number each. They will then go into a Sudden Death Round, in which a second generated number will be available, with a completely different password protected archive that runs under the same setup
How do I know you won't enter the lottery and win back the bpo
You just have to trust me. I have and am still in control of billions of isk in various people's funds, through an investment, C-R-A shareholders, and C-R-A customers, as well as billions of my own isk.
Can you give me a decent guarantee?
Absolutely. With the acceptance of EMFi Manager, I would like him to be the one in possession of both of these archives, with the numbers already stored inside. I would also like him to be in possession of the bpo in question, so it can be distributed to the winner by him (to ensure I don't run with both etc).
Which god-damn bpo is it????
The BPO is an Inferno Javelin Torpedo BPO. It has some basic ME10, PL5 research on it I believe. Approximate value of this bpo is around 1.1 billion isk. The amount of tickets sold, is really up to the public and the lottery will go ahead regardless of whether there is 10 million or 10 billion in the pot.
When does the lottery finish?
The lottery will be drawn on 5th of November right after Eve Downtime. Basically, this is the time that the password to the first archive (that he is already holding) will be given to EMFi
Who do I give my money too?
Money is to be transferred to this character only. Please evemail this same character after payment to advise on the number/s you require based on payment amount. ie, lets say you buy 10 tickets, you would send 100 million isk, and then in an evemail you would say you want ie numbers x, x, x, x, x, x, x, x, x, x etc.
You will recieve a reply confirming this when I next log on.
You can also post here with your numbers if you choose, but that is up to you. I will provide updates every few days with the number of tickets in the pot, so people have an idea on their chances. The biggest reason for this, is that the lower guys now have the chance to get a t2 bpo. They don't need billions of isk to get it. If this all goes smoothly, I may even look at doing a few more lotteries with some of my other t2 bpo's.

Dont forget that more than one person can have the same numbers. It just means that if there are multiple winners, they are moved to their own draw basically to determine who gets the win.
In the interests of full disclosure, I have not yet run the number randomiser thingy yet, nor set up the archives for EMFi (if he even accepts the job). If he doesnt accept, I will choose another trusted member of the community. I am at work now, so was unable to organise this in-game. But I will log on later today (around 3 hours after d/t) to set it all up and transfer the password protected files etc to the chosen trustee.

This will be rolled one time. The first and second number will determine the primary and secondary archives created, and a screenshot will be procured to verify this. This should be shown as an extra level of security, as the likelyhood of one roll achieving 2 numbers in that sequence, would take thousands if not hundreds of thousands of screen refreshes to emulate.
Obviously the issue of trust is still there either way. And of course, entrance to this competition by myself is not allowed, as that would be totally uncool. The trustee can enter if they choose, as the encrypted files will have very extreme passwords that would require a few years of brute force to *****

Just to quickly pounce on this, missed it before. There are not 100 tickets. There are an unlimited amount of tickets, just like the RL lottery. Passwords are *****able and if you didn't randomly generate the number, it's most likely a number that is mentally common. For example 37. It's less likely to be an extreme and it's fairly likely to be even.

If it was set up for 1 number picked 1 time, then I would go for it, but not if multiple people can get the same number.
the point is , that it can go both ways. Selling only 100 tickets would mean that the most I can get for the bpo is 1 billion isk. It would also mean someone could just send the 1b and automatically win. With the fact that I have no minium, it will be drawn regardless, poses as a risk.
My t2 bpo could end up only selling for 200 million isk. Due to the structure of the lottery (which works a similar way in RL) there is no limit, so I may sell 20 tickets and make 200m, or 200 tickets and make 2b. It is a risk, and risk vs rewards seems fair to me.
Face it, 10 million isk for a chance at a t2 bpo, is church change. Obviously, the more people buying tickets, the less chance for the win, but ultimately, you gotta be in it to win it, no difference to RL lottery  Insured Research and Production Services Queues |

Would you like to test that theory? If I use a 16 digit password with numbers/letters and a few ■ type keys, I would like to see people ***** it. If it can be done, I would love to know so I can think of something else, but I don't see this happening, nor do I see ie EMFi, going to the extents to even bother doing it.

No I mean a winzip password can be extracted from the zip file, not brute forced. Though I think we vcan trust EMFI.

All transfers up to date have been spreadsheet'ed, and all have recieved confirmation of their ticket purchase.
For the record, 26 tickets have thus far been sold. Some of them are numbers that others already have (not a problem, just means a second drawing if we land on that number)
I will take the above consideration into account and have a look around. While the NASDAQ is universal, I still get worried with those timebased things as it means me needing to be available at that specific time etcetc.
I will advise. In the meantime, I will upload the spreadsheet information (without the names) as numbers are taken, to give people another way to choose their tickets.
