The problem with NDRS and Provi is IMO, you put a false promise of safety into their brains where by fact you can't guarantee for their safety in your own space. Nobody can, it's free to roam there for everyone. I remember that explorer I was able to approach for seconds, kill&loot and he was astonished and angry I interfered with him (cause "rules"). This same explorer educated in low or other null space would have watched dscan and overview and GTFO (or fight). That's so true and a sad reflection of the "civilized" world of today.
