I'm pretty sure this has already been proposed, but how about getting the servers status on the main page of the official site, then we would see directly if it's up or not, the number of players currently on, the queue, and eventually the server's charge as well.
Could take off a few forums whines about servers downtimes imo.

There is a Server Graph on the main page, though it seems broken right now. I've sent an email about it.

They could just hard code the text "Server Status: Screwed" onto the homepage and it would bee right more often than not these days.

Of course, http://eve.coldfront.net/ has server status graphs for both Tranquility and Serenity.
But then I'm biased.
