**disclaimer** First off it is important to say that I am a carebear. I actually enjoy the mining/industrial aspect to game. I dont go to low sec, ever, for all the reasons that have been posted a myriad of times in the forums(gate camps, instant podding blah blah) I also understand and appreciate the vital role pirates contribute in regards to economincs. **End disclaimer**
What I wonder however, why is there no "item wear" for lack of a better term. Mining crystals wear out, so its item wear of sorts is in the game already so why not expand it to warp drives, after burners, mining lasers and other modules?
I also think that ships should require periodic maintainace and overhaul to remain at peak performance. CCP could go as far as to allow Concord to double as a towing service if your warp drive fails, there are a lot of options, I am sure you get the idea.
I bring this up because I recently purchased a hulk, about a month ago. Now that its all kitted out (modulated strip miners etc), I will have no more expenses. Its all profit now. ( I make my own mining crystals) My ship faces no danger and will be fine for my entire Eve career (unless i put it in risk). I pay no docking fees, nor do I pay a service charge for jump gates, furthermore I pay no liscence fees to mine or to anchor cans in space. I have a pretty sweet deal.
PS It might even help some with macro miners.

I have insured all my ships for the three months, and I am yet to see an eve mail about my insurance expiring (I am also an indy, though not carebear )

Too many carebears coming from WoW who are too scared to ever leave high sec so they get bored of the game very quickly and want something to spice it up... 
To the OP: If you want, I know some people who can get a few BSs and suicide kill your Hulk. You'll lose 500mil and they'll probably profit from your loot and than we'll have some great laughs on the forums when you come back and whine!  Or you could join a big 0.0 alliance and mine ark in that Hulk like it was meant for. You would make alot more money and actually be safer since you'll know who your enemies are there.

Complexity does not always equal more fun.
I think this system could work here, IF the ship hits 0/100 for item wear you loose the ship, and there was no way to repair it. Then you salvage it for the rigs.

Being an autocannon user I find the stacks of ammo in my cargo wear out pretty quickly.

I read your dislaimer and I understand you are a carebear. I will say though that what you are touting as a sweet deal sounds like the most boring game ever.
You can now make a steady pile of ISK with no risk of ever losing any of your stuff. But why?
Actually, no need to answer. I'm sure you find it fun and entertaining. One mans heaven is another mans hell I guess.
As for wear and tear on ships and equipment, just like fuel. It would be a fairly hefty change and although it would add another ISK sink to the game it would be tedious. Most of us get blown up regularly enough, we don't need our ships falling apart around us or running out of juice. Especially for those of us living in 0.0.
A variation on that idea might be combat damage to subsystems. Allow critical hits to actually render a module inactive. It would be a major change to combat and I would rather step back and let CCP work out the how and even if questions about implementing such a thing.

Does it enhance the game's realism? Yes, I won't deny that - however, does it enhance the games "fun" value, or serve a purpose other than to annoy the general PvP and PVE combat-oriented populace? No.
Sorry, but the last thing I want to happen is have my weapon break down during a good fight, or even if its a crucial engagement have the other side's weapon break down. We already have enough influence from the server on combat in the form of random chances in ECM, node deaths, lag, the last thing we should be doing atm is increase the power of random chance in combat. I'm just convinced its not worth any potential rewards like a "tow-truck service", my two cents.
