I accept that downtime is a necessary evil based on how the server works. To take the sting out of unexpected or long-running DTs, perhaps we could earn SPs triple-fast during all downtime? The the longer the DT, the faster those skills progress!
So in a regular day with 1 h of downtime, you'd get 26 h of training done, and if you set a long skill for a 24 h DT, you'd get 3 days done!
(I did a quick search and didn't find this suggestion before, but it's not rocket science, so perhaps it's already been discussed and I'd be interested to read that thread.)

Maybe a 10% boost would be more reasonable. I don't mind normal training speeds during DT, myself.
Edit: And we wouldn't want to engourage the unscrupulous buggers among us to set a long skill and then run over and sabotage the CCP servers.

there I was plotting to jam a stick in the spokes of the hamster's wheel that runs Tranquility. At triple training time that would have earned us all a week of downtime training easy!
