I found these in my hangar and I've tried taking them to the agent named on them but nothing seems to happen.
Can someone please take a look and give me some guidance.

when did the mission I recieved 4 (one for each faction). Can I use all four or do I have to pick one?

I've been to see each agent with these things and still nothing happens.
Maybe you should try and be more helpful, if you dont know the answer then dont reply.

did you Talk to the agents, or just go to their station and wait for something to happen?
take them to the agent, ask the agent for work, they will set you on a rather cool mission set that will also give a little primer on how Cosmos agents work, as well as "normal" along with nice rewards. can be pretty hard, so might put them off for a week or two.
yes, you can do all 4. you will get boosts and negatives for all factions and several corps.

Do you really wanna be spoon fed forever ?
Did you think that buying theses things from escrow would really get you something cool or expensive ?
They Dont appear in your hanger and ther is only 1 way (apart from putting them there yourself ofc) they could and that is through escrow ! If you actually took time and effort to visit the initial agent that got the UNSIGNED cert mission then gave you the SIGNED cert mission then refered you to the agent - which is CLEARLY written on each certificate then you would actualy have a clue.
If you want to be spoon fed then . . .
[/spoiler on] take the cert and drag it to your chosen and active ships cargo hold.
undock and set destination to the clearly written seen station on the chosen certificate. Undock from station. Click autopilot, go afk and get some kind of beverage. Dock at clearly written station. When docked choose the agents tab. Right click on the agent whos name is clearly written on the certificate. Choose option start conversation. [/spoiler off]
this should let you access a n00b, aka "starter mission" aka "training mission" For the minmatar one heres a "hint" the key is in the sign shoot it and you should get what your after.
what you might experience is if the agent doesnt want to talk to you still you may have the following issues :
[/helpfull mode] Standings might be affecting you or the fact that you wasnt refered by the initial agent [off]
I have actualy done both gallente and minmatar versions and they were easily soloable in my trusty Claw. for n00bies and other new pod pilots you will find it just as straightforward in a simple fitted tech I frigate.

However, why ask it if you are gonna retort to those who help? Ignorance is not bliss in Eve Jofika; but 'every day is a school day'.  I am still learning stuff now which includes the certificates you mentioned & Mikal answered.

I made a minnie alt for fun one day; his first tutorial mission he shot down a rat with four signed certificates in his cargo.

well thats me weired out then. i havent done the tutorials since birth but i went to these agents for the standing gain. and it was very very tiny for me but when im clutching at straws for faction gains It was worth the couple hrs of fun doing the gal and minne ones in my claw.
tbh i cant see how they would drop from an NPC rat especially cross race ones but thats the beauty of this game. Weird thing just happen.
