I did see a bunch of BPC's of those on the escrow market the other day. So you could use those to build with also.
Not sure anyone that has the BPO's would be selling them; but you never know.
Escrow would be the first place I would check for that stuff.

hm, last time i looked, i found most of them in the market. But you can not buy them all from caldari, fly to the other races and look, if they have them.

Look in the item database for the BPO. It'll say in there which corps sell the BPOs... then all you have to do is locate an outpost they run.

Go to Essence, Placid(have a few), all have some, The Forge even has some.

You could do a search for the name of this blueprint, and try shifting regions if that fails.

Use the item database, click on the NPC Market tab of the blue print in question. This will tell you which NPC corps sell that item. Then you just need to find what regions have stations owned by that corp. Example

You can get them from the market if you have a few billion ISK to spare
