Right now ECM is getting nerfed for everyone, but most for everyone not Caldari.
While racial EWar can be said to add racial flavor, I don't think that is really the case. Weapon systems and ships add enough of that and with a lot of EWar types being "underdeveloped" the current situation is neither balanced nor fair. Also Ewar has changed races before since ECM used to be a Gallente thing.
Anyway, the point I wanted to make is why not give all EWar ships bonuses to all the types of EWar. That allows people to specialize as they choose and be a lot more creative in their options fittings on EWar ships. It also prevents one race from having much better types of EWar available then other races.
While I'm generally not a fan of making everything the same (like say drones and turrets or different guns), I do belive this will add more variety instead of take from it. It would be a nice counterpoint to weapon systems that are and should stay race specific and would make sense from a logic standpoint since no race can really afford not to be up to date and fully using all Ewar capabilities.

ECM will still be overpowered after Kali. I'd much rather see a real change to it instead of making it hit half as often. It will still be a case of if you get a jam, you win... otherwise its pretty much a tossup. Even if its changed so its not restricted to Caldari e-war ships, it will still be overpowered.
If ECM is brought in line with the other forms of e-war, the problem of only Caldari getting an ECM bonus becomes moot.

i actually like this idea, but there is one flaw to it. everyone will just fit ewar of the day, meaning ecm.
Make ECCM viable! Give it 25% to scanning resolution! |

Wrong, when you decided not to become an employee of the NPC-factions but rather become an independant pod-community member, your ship¦s availability became not restricted on one race only. Any independant pilot may fly any ship he wants, even his race¦s natural enemies will sell him ships.
Since any pilot may fly any ship he wants you cannot argue only Caldaris to have that so called "overpowered advantage". If EW-specialized ships were really overpowered, more gangs would use them.
After all, it¦s a very fragile and weak ship that might get blown up with a single volley of a tech2 batlleship. EW ships are strong, of course; but you should consider them always being the primary target and get blown up pretty quick.
The fact that they get killed at the beginning of the battle pretty fast, makes them useless for the most part of the fight and pretty expensive.

Its lovely how everyone shoots down the idea of the new Gallente BC getting EW because the storyline says EW is a caldari thing... then please explain why caldari can train and use drones, testing the new ships has shown the gallente BC to suck ass and we all know ECM drone boats work well enough, the caldari have got enough toys to play with.
Also, the domi+ecm+nos win button will be nerfed by the new fangled ECM system, so people need not fear these ships nearly as much... so why punish people who put up with ****ty drone controls/ai by reducing their tank (low slot for ECM booster + active tanks sucking ass from now on) and ECM effectiveness at the same time?
