I cant understand why you are up set about this Situation.
As long as no ISK has been transfered there is no Reason to write a Petition.
In Addition, that you have only been offering 1.5B (what not
even covers Transfer Costs) is not the Right Price for such an
Beautiful Character.
It is the Decision of the OP who wins the Auction and when He passes the Win to another Person.
If you have already transfered ISK just Mail the New Owner.
