The test server is mirrored from the TQ database at intervals.
If your account wasn't active at the time of the last mirror, then you will not have access, best thing is to wait until the test server is mirrored again. I don't have an ETA.

Well, I have a disabled Singularity account too... problem is that the mirror's last record of payment left me running out of time on November 1st; obviously we're past that now... 
If someone in the CCP Dev team hears, I would love to be re-enabled on singularity; I havent been able to test anything at all.

Sorry but this isn't the issue. My account has not seen 1 day of inactivity in nearly 8 months and I am getting this error too. So it must be something else...

CCP Had a nerf with GTC's, and Test server accounts. I believe all accounts that were paid for via GTC, were disabled for some weird strange reason.

What exactly is the logic behind that? It's not like we pay any less than CC people. Actually, i pay more.

Same here, I had the same problem last mirror as well.
The last time I was told that it should get fixed when SiSi is mirrored, well SiSi was mirrored a few weeks ago but my account is still disabled.
Can you fix this please BH's?

What in the hell?
I was good on SiSi up until Oct 31, logged in, tested some things, all is well.
Now it says last login 10-31-06, account disabled.
Yes, I pay for my gameplay with GTC's as well (until this month that is) so I'm guessing they did another mirror in the last 4 days?
4 months with no mirror, now we get one every two weeks? Or is it the GTC thing that's got me locked out?

The way I have always looked at the Sisi and account activation is this.
If you need to enter or change something with your account info every month, 2 months etc then when the mirror is moved to Sisi you will be able to access Sisi up until that date expires. Because you cant update the subscription details with a new GTC etc then your Sisi account will expire. This includes people that pay for 1, 3 or 6 months and then remove the CC details so that they wont get debited, they will fall fowl of this rule because they will need to access their account information to extend their subscription which you cannot do on Sisi.
If you pay every month by a rolling subscription that means you dont need to access your account details (e.g by having a CC on file with CCP and active) then Sisi will continue to roll through with access until the next mirror.
