Is jamming effective against NPCs? Remember hearing that they are virtually immune to tracking disruption, so I was wondering if the same was true for sensor jamming. Does sensor jamming work on them, and do they have a normal sensor strenght?

It costs way too much cap and most of the time you're not facing just one rat but a number of them, so if you're facing 10 rats you could lower the damage done to you by 10% (going from 10 to 9) but at huge cap cost, besides the hit/miss way ECM works really isn't useful in PVE.

My thought was to have a jammer in the gang when doing difficult complexes with my buddies, to reduce DPS on the tank. Don¦t know if it¦s viable for a ship to jam a couple of BS rats, though.

Perhaps but if you're doing a complex you'll have a ton of rats attacking you, taking 1 or 2 out of the picture by jamming them really isn't going to help much. You're better off having a remote shield/cap or armor repairer to help the tank and if possible even use logistic drones for it.

The other problem you have to watch for is that once the jam cycle ends the NPC will select a new target which might not be your dedicated tanker.

In my experience, every time my corpmate jams a 0.0 BS, when the jam finally breaks the BS invariably targets him.

Not entirely true. I always fly a PvP fitting in low sec and 0.0. I'm the highest trained EW guy in my usual group so I'm in a Scorpion most of the time. When short on targets I hunt the belts, I'm not tanked and only have 4 cruise launchers. So I use EW on the NPCs, I take battleship spawns without a scratch.
NOT good for missions too many rats.
I love old characters that post 'I've beeen playing the game three years' when I know their account has been sold on.
