Something I just remembered from the good old days of playing Master of Orion 2...Hehe
You beat those pesky Antarans/Orions and you can discover the secret technologies...
X-Type Self-Destruct system (your ships explode with a huge damage explosion radius when destroyed) Black Hole Generators, Death Rays - ok ok...not for EVE :)
and one that might work - Reflection Shielding...
This module had a 25% chance to reflect a proportion of incoming damage back at the original target. Great at stopping focus fire.

Physics aside, this needs to have enormous fitting requirements such that a ship has to be fitted around it, and needs to eat capacitor at a voracious rate. You don't want everyone to be fitting one, because its ability is so powerful. Getting the enemy to shoot that ship instead of the other ones that aren't so fitted could be a problem.
On the other hand, this would make the greatest ratting device ever invented. It'll add another 25% to your tank (if you had one), plus it would damage all the rats at once with the same damage that they're shooting.
I think this idea needs a lot more thinking before being seriously considered, since it seems like mostly a ratting device.

Hehe...I thought it was a silly idea to be honest, might work for beams I guess but that'd imbalance stuff...I just got all nostaligic for MOO2 for a minute! :)
If people think the idea has legs then I leave it for you to flesh it out.
