The agents that give out graduation certificates are located at data centers (-> beacon) in systems not far from where the schools are. However, these systems are not always 'adjecent' to the school systems as stated by the agent, so it takes a bit of looking around. I did manage to find all the Minmatar ones, but if you know of any system that has a data center, please reply to this post, so I can complete the list for all races and their schools. Many thanks!

Just a little more info:
For the Gallente Duripant mission you speak to the tutorial agent Giel Pimmere who will give you a mission to kill a lone ship. The ship drops the mission item and Grad certs for each race.

Hope you guys can assist me here.
I bought a Gallente graduation certificate and took the 1st mission from Avrue Auz at Creodron. Instructed to got to Meves and find a clue in a wharehouse in a trade hub. I managed to scan the place and got it resolved to 210 million km and 30 degrees. And now I am stuck, cant warp to the list of mission structures and I even tried scan probes but they only search for ships not structures so cant get a warp to point.
I must be missing something here, I have never tried any of these puzzle missions before and basically havnt a clue. Pls help

Can you do the missions more than once to increase standing?
Ie. buy more certs, and do the misssion loop over and over.

I have mi set given over by the Caldari school. I returned after 6 month to get them 
I will try to get the set from the other scholls. If it work I will inform you.

This certificate certifies the receiver as a graduate from a
prominent Caldari aerospace aviation school. It is ready to
be shown to Aviekko Ta at Autama V - Moon 5 - Echelon
Entertainment Development Studio.

I did for Amarr. I can't find agent Kudi but I got tutorial from Budu Jatrad in stadion in Chaven. this agent gave me first tutorial to kill one rat which drops all 4 certificates

For Caldari:
There is a data center in Kamokor and in Ahtulaima. Been there and there were 3 agents at each data center (and 1 at each center gave a certificate). I got these systems from Aviekko Ta herself. But she only mentioned 2 (not 3) places where her subordinates could be found.
Here is what she said to me:
Btw: Aviekko Ta is the final storyline agent for Caldari.

If you talk to Aviekka Ta without having a graduation certificate mission, she lists all 3 caldari data centers.
The last one is Saikanen.

Do you still have to be a member of the NPC corps to start and finish these missions and also can you, for example, start a new character, complete the missions, escrow the cert to your prime char, rinse and repeat?
What do you get from the set of missions that start when you hand in the certificate?

I got a token that I'm supposed to give to an agent I don't know the location of - Boismevier Mals.
A trace on him says Alentene VI - Moon 6 - Roden Shipyards Warehouse but there is no agent by that name there :)

You don't have to be a member of a NPC corp. They used to sell the graduation certificates on escrow. I guess it was for the purpose you mention.
You usually get an implant at the end of the whole deal. I got one that was worth several million (Deadeye that gives 3% tracking I believe) and one that wasn't worth that much (3% small hybrid damage).

1) the certificate are needed to start a serie of storyline missions, 1 set for every empire, non repetable.
To start the storyuline you need to go to the agent listed on the certificate.
If you haven't the certificate speak with the tutorial agent in your starting station or with one of the agents in space at the data centers;
2) there are some low level storyline agents awaylables without need of doing 16 missions. For example in gallente space there is a little circuit of 4 or 5 agents (if you need the names, I can search them, months I don't touch them) giving always the same courier mission and referring to the next one in the chain.
They are useful for raising standing for a player coming from a different empire.
I suppos they exist for every empire.

The agents that were talked about in point 2) are called "Event" agents. Each race has a string of event agents but I've followed through the Caldari and Minmitar ones.
The starter event agent for Caldari event agent chain is located at Maurrasi in The Forge region (1 jump from Jita). The agent is sitting in a Merlin outside of the Caldari Navy station. Go talk to him and he will start you off on the linked chain of Event agents by getting you to take some planetary vehicles to another station that has an event agent. The courier missions all terminate at the next event agent in the chain.
After you've done all the Event agents in the "chain" you'll end up back in Maurasi at that same Caldari Navy station and be about 500,000 isk better off and have some standings boosted with the corps you worked for. Not bad for just moving through space getting to know the game a bit.
I can't remember where the Minmitar ones start but know an event agent is located at Tuesonsude (spelling of this system is wrong but it gives you a starting point) in a station.
I assume you can start the chain anywhere along it's length and get back to the "start" point so where you go to find the first event agent probably doesn't matter.

Found the agent. He sent me to New Caldari with 2 Planetary Vehicles. No further STL agents in New Caldari at all. Seems to be broken now.

There are about ten agents in Kamokor Data Center, only three of them offered me work.
There a few Caldari Navy event agents which can be opened with a navy standing of 6.0 and 7.0.
The remaining agents I've no idea how you open them...if I had to guess I would say the Navy agents may give you refferals.
I'm gonna start working for the Navy agents, I'll let you guys know how I get on.

It's been a while since I've done that but I believe you are confusing those courier missions with the continuation of the tutorial / rookie storyline missions.
Avieka Ta (sic? see above) is the agent that begins the storyline mission. Once you complete the series of storyline missions, you can't do them again. The courier missions just give you corp standing. The story missions should give you faction standing (the last one).

Don't remember who dropped the certificates, but I did all the "important missions" from the agents mentioned on them. They all gave similar 5 - 6 part missions with another multi part missin inside from one of the agents in space. Interesting thing that Minmatar agent didn't take the certificate from me. Bug? Should I try it again?

the next agent in this series still has not spawned.  Having completed the Aviekko Ta missions today, I received the same message I got with my main 6 months ago:
As a reward, I will give you the data you recovered so that you can deliver it yourself to Ichoro Hinalairos when he's ready
to see you. He's one of Atoa's lieutenants, also stationed in Uemisaisen.

Do not expect to find Ichoro Hinalairos until an agent site has appeared in Uemisaisen. So hold on to that data chip and wait for an announcement in a future patch-notes.
