The reason is obvious, and he explicitly states it:

He doesn't want people to access it. No tinfoil hats required, just a rudimentary grasp of English. Why he doesn't want people to read it, well--that's obvious. What we've been doing in this thread probably looks like a bunch of Fear, Uncertainty and Doubt about the game itself. Let's review the facts.
1. CCP cannot stress-test the codebase in a 'heavy use' environment, because they have not been able to determine a means, through code, by which they can simulate the sort of heavy use to which we subject the game. 2. CCP has claimed on numerous occasions that they do not know what is causing the problem. 3. CCP hoped that the hardware upgrades would resolve the matter. 4. The November 1 hardware upgrades have not resolved the matter. 5. The upcoming "Kali" release is reported to contain a large number of bug fixes as well as new features.
There has been a lot of commotion since E3 about Kali, and customers are now upset because they perceive the quality of game play deteriorating rapidly and consistently, while the developers focus their PR efforts towards proselytizing the new features in Kali.
The different statements coming from CCP, however, are contradictory. This adds to the feeling of anger that the customers are experiencing. If CCP does not know where the problems are coming from, how can there be "bug fixes" in the Kali branch? If they hoped that the hardware upgrade would resolve the matter, why did it not, and why should customers believe that a new code branch will?
Numerous apologies have been made by CCP for the "inconvenience" that the frequent crashes and lag cost the players. I would like to respond to this. I respect the fact that CCP is having these problems. But I don't appreciate it. There's a difference.
I didn't sign on to be a beta tester. I signed on in May to participate for one year in a functional game. I wish I hadn't. I'll probably never sign a year-long subscription for any MMO game ever again in my life.
When Kali comes out, the final verdict will come in. Can this game fulfill its promise and potential, or will it be a letdown? I'll be here to find that out, but if I were a new player, I would definitely be taking things one month at a time.
