That won't change anything. What needs done is putting people in a delay login queue when there are lots logging in the same system at the same time. First few people in a 3 minute window get in right away, but after that, the more people trying to log on, the longer the wait is. Exception would be granted in the event of a node crash.
That shouldn't bother normal activities but when you get 50+ people all logging in at once, it's going to take them 10 minutes to get all of them logged in.

should only work in 0.0 imo.. since imagine jita... you have to wait 5 hours 51 minute before you can log in because 200 other ******* just logged in 
But yeah a 30sec delay wont change anything.. dreads have a 10min siege cycle and freighter take so long to warp accross a system that it needs to be geared around that.

My thought is perhaps to add a random 10 second to 5 minute timer when logging on in space, with the distribution tending towards the upper limit the more people there are trying to log into the system with you.

reminds me of the logoff escape solution... jump into local, see local full of enemies and logg off. If you are honest, the whole system needs an overhaul, which will slowly be prepared and introduced with Kali.
There is absolutely no point in changing 0.0-travel/PvP on one side and leaving it like it is regarding other points. I never used a loggin trap myself, but I could imaging people only trying to counter the "abuse" of localchat making it impossible to make somebody actualy risk anything...
