The tempest will be used in 0.0 to hunt angel rats etc. Is it able to handle tough 0.0 rats (1 mill bounty or more)?
6x Dual 650mm 'Scout' Repeating Artillery I 2x 'Arbalest' Assault Missile Launcher
3x Cap Recharger I 1x 100MN Afterburner I 1x Stasis Webifier I
1x Gyrostabilizer I 1x Large Armor Repairer I 1x Kinetic Armor Hardener I 2x Explosive Armor Hardener I 1x 1600mm Reinforced Rolled Tungsten Plates I
Now I know some of the bigger mobs hit for other dmg types, I intend to switch hardeners if needed, and fit another large armor rep if the mob hits to hard.
Any comments/suggestions? On second thought, maybe shield tanking is the way to go?

Pretty sure this works for ratting against angels.
6 425 II (fusion) 2 arb. cruise (devastator)
1 AB II 1 large shield booster II 2 invulnerability field II 1 active therm II
2 local hull (swap for PDS II if cap is going to be an issue) 1 BCU II 3 gyro II
5 warrior II 5 valkyrie II
Resists shield: EM: 48 Exp: 79 Kin: 69 The: 78
Base speed: 235 - 609 with AB.
*still not field tested - but I am almost certain it is sufficient*

Im sure it works but the plan was to stay with t1 fittings, both to stay on low cost and reduced skill training times ( I will go for t2 later).

You will have the same ship albeit somewhat slower.
*low cost can also be achieved by not losing your ship*

Don't use Autocannons unless you have an ammo cache nearby.

Have you considered an artillery fitting with a shield tank? The Maelstrom will certainly be capable of doing so post-Kali, and the Tempest can fit at least a moderate shield tank. 6 1200 or 1400mm howitzers, 2 invuln field IIs, 1 EM and thermal hardener II and a large shield booster II. Fit 3 PDS II and 3 gyrostab IIs in the lows, and combined with t2 valkyries you can deal about 400-450 DPS. DPS is significantly worse than autocannons, of course, but you don't have to chase down fleeing battleships.
Also, if you do decide to go with an autocannon fitting, use named webs. T1 is 70% slowdown, and X5s are 86.25%. It makes a huge difference.

T1 are 75%.

I haven't fought angels much but if I did I would use 1200 artillery and a decent shield tank. The alpha strike of 1400s isn't as important in pve and you can find the "scout" versions of t1 1200 fairly cheap. Use artillery if you can, it will more effective cost and logistic wise, if not damage.
