Is anyone aware of a cosmic signature that requires the maximum signal strength you can obtain from skills, mods, and implants in order to get 100% scan lock? |

Hardest ones I ran into were combat sites. But those hardly required maximum skills.
The hardest thing to find is usually certain T3 Cruisers when you use ship probes. Where it is just marginally possible to find the buggers with full set of high grades in your head and a very well laid out ship. You may have heard mention of the so called Slippery Petes first used by Black Legion I believe? |

As per the answers above, you do not need perfect skills/implants to find the hardest to scan sites, but they will help you scan faster. I faintly remember getting 100% on the first scan for easier sigs and the harder ones are still only 2-3 scans worth of effort. |

The hardest cosmic signature is going to be the superior sleeper site, which only requires around 100 scan strength by moving individual probes to get the last few %. Scan strength beyond that helps with how quickly you can scan, and to scan from un-bonused ships.
The highest scan strength is needed for probing links ships that are trying to hide as mentioned above.
This eveeye tool will let you play around with all the options.

There is a carrot, but it's only for scanning player ships. The NPC's are going to sit there and wait for you, players won't. They'll bug out as soon as they see probes on d-scan, so finding them fast becomes rather critical. |

As I recall the sleeper site in K-space that drop the polarized weapon mods need some really high scan skills to reach.
Btw nice avatar there. Not often you see a Sebiestor wearing Amarrian colors. And I wouldn't have expected the green to work so well with the gold :3

In fairness, my skills are close to maxed mostly just so that I can scan sites in unbonused ships without wasting all of my mid slots and rigs on boosting my probin' power.
So there are reasons to push your skills up to 4-5 for site running, not being able to get 100% with actual bonused exploration ships just isn't one of them.
(I would have said "for PvE" instead of "for site running", but half the time I scan sites it's to map out the system so I can rapidly find PvP targets running them. Honestly if you're not in null sec that's more useful than using actual ship probes for tracking people down most of the time anyhow.) |
