Recently I have seen way too many posts saying that LVL 4 agents should be moved out of high space because thereÆs lag in Jita. ôGet those agents out of Jita! Rabble Rabble!ö.

There are no lvl4s in jita, they were removed a few months back.
I believe most people say to move agents out of high sec not just because of the lag but because of the risk-free money making.

Ive basically dabbled in alil bit of everything eve has to offer, mining, 0.0 pvp, low sec mining, low sec pvp (not by choice) and mission running.
I have recently decided that the pvp propects at the moment in eve do not justify the hours of bordom in gate camping. Futhermore neither does mining look particularly enticing in high sec, so I decided to do some low sec mining and a lil of 0.0 mining.
On a lazy Sunday afternoon I was wondering through the forums to occupy my mind listening to the gentle rhythm of my retrievers strip miners when I stumbled across all the posts about the Kali patch and the lack of peeps in low sec. I did some research and have to agree with the consenus that mission running in high sec is far more profitable once you get to lvl3 or 4. At least as profit/risk is concerned.
Ive just spent the last week doing missions in high sec and yeah- its as good as everyone is complaining about. Afk travel, no pies etc etc. Yeah its boring but its safe. I think that the level 4's and high end lvl 3 should be in low sec. I also think ccp should reconsider overhauling certain aspects such as local and low sec pvp. Hopefully some of the changes in Kali will help re adjust the over balance against mission running.
It is by far and away the easiest isk making venture for middle term players.
Low end is prob mining, if they can get a decent crew/corp together
High end is t2 market production/ 0.0 mining and even ratting...

IF warp to 0 is implemented, I'd have no problem pushing high-end lvl IV's to lowsec. Give the pies something to sniff out with probes and shoot at.
It might also create a wierd quazi lowsec system full of mission runners and pirates. The mission runners trying to protect their gisti-boosters and the pies salivating over just the thought that they might get a taste of some of that. Might be kinda fun!

The day that happens ill stop running missions and just try and pirate every single Ravenm runner i see.
