Toxi is a beautiful char.
Personally, I think the real problem with high priced chars is that there is a natural cap - Why would you want a perfect titan pilot AND a perfect mothership pilot AND a perfect subcapital pilot all in the one character? You aren't going to be changing from a titan/mothership to subcaps (if you do, I'd like to join your corp (and steal your stuff)).
I am selling LOPEZ, he is 113m SP, pure subcapital

The only ~waste~ he has is Jump Drive Calibration V and Carrier 3 - these were (quite handy) requirements for PL.
LOPEZ will hopefully go for 60b, but I may have to wait until closer to the next tourney for that - I'd sell him for less now, if a right price came along.
The highest I have seen was another PL char, I think it started with a Z (mr zyer maybe?) it was 137m SP and allegedly went for 86b
Spending 100b on a char would really be limited to celebrities - Tripoli/Chribba/Darknesss/SirMolle - assuming they have a matching high SP count (which most do).

I'm looking for a perfect subcap pilot, Lopez is very nice but I'm looking for a pilot with some more SP if there's any available.
Anyway, your pilot is the kind I'm aiming for PVP.

When I was toying with the idea of selling ScoRpS I was immediately offered 70 bil in game. But I could not sell. I think anyone that has a char that is in the league you want will also not sell so easily.
I think you would be better off trying to get any suitable high sp character and then working on the rest yourself.
