Can someone give me a rough idea of what structures will be needed on a Small Research POS?
It'll just be used for researching BP's, nothing else at the forseeable moment in time.
No idea what needs to go on it. Would silo's be needed to store say, a months fuel at a time? How do you fill Silos with fuel (direct access, or do you need a hangar of some sort?).
Read the guide up above, got confused.

I'd suggest a gallente small tower (good CPU, good weapon bonuses), but that may require hauling racial isotopes depending on where you deploy
Setup:
1x Small Control tower (has space for 7 days of fuel, roughly)
3x Small Mobile Lab (2 if Amarr/Minmatar)
1x Corporate Hanger Array (has space for months of fuel so you don't go stircrazy hauling)
1x Large Railgun Battery
1x Medium Blaster Battery
1x Stasis Webification
I'm sure someone will have better input on the defenses, but the basic point there is you want to prevent people from getting in a fast small ship and running your guns out of ammo. The medium blaster and the webber should prevent that. The Large railgun will give heavier ships a pause. Most likely no one will give your POS a second glance, but you should always be prepared. If you deploy in a system with a station and have scientific networking I you can keep your BPOs on the station and research them in the POS.
Edit: I'm assuming you have the standings for a highsec POS. Also, silos are for moon mining. They have nothing to do with fueling your tower. Most structures have storage on them, thing of them as floating cargo containers.

I've recently setup a small research POS.
It is in high-sec so the requirements may be a little different to yours, but its as follows:
Caldari Tower (small)
Corporate Hangar Array
3x Research Labs
1x Each Racial Jammer
2x Small Railgun Batteries
Anchor the Hangar close to tower, and then Labs close to hangar, means you should be able to sit in one place & move stuff around as required. Fuel lives in the hangar as stated above.
Its actually quite easy, the only downside, is that the tower itself can only hold about a week of fuel... which is annoying when your research jobs take 30-60days :p
Edit: as noted above, my BPOs are in an NPC Station in the system, reduces the risk considerably :)

What happens if I have Blueprints being researched and the pos is attacked?
Also for high sec POS what is the best way to obtain the starbase charters that you need as all the ones on the market for my region are very expensive.

is there a station in system?, if yes. then rent a corp hanger and remote research it with scientific networking
then if the POS goes boom, the bpo drops back in the corp hanger in the station

in highsec basically what thetis wrote. in high sec jammers are the best defence because there are no capitals.
