I moved from Holland to (one of our islands in) the Caribbean for 2 years. Wonderful time, great living, nice to get away from that "is this it?" feeling. 2 Years was enough though, lack of stimuli (cultural, social etc) drew me back.
If I get fed up with Holland again, my first choices of countries to move to would be Norway, Spain or New Zealand (although my family would kill me first if I'd move to the latter ) --

You want it clean, boring and bureaucratic? Then any central, western, or northern Europe country would fit you.
I have never been to Asia or the southern hemisphere besides a trip to South Africa once, so I cannot say much about this.
I personally like it warm with nice landscape and good food. I would go for southern France or Tuscany in Italy. Actually I could, my company lets me work anywhere I want between South Africa and Finland, but my wife does not want to change jobs and friends. So I'm stuck with northern Germany...

one time, i was on the QEW going to toronto. i was trying to figure out how fast 100 km/hour was when i realized my car was running on fumes. i pulled off to a gas station. as i was driving in i forgot to turn on my blinker. a guy in a car goin by on the other lane stuck his head out and yelled at me for not turning on my blinker
*edit* if you've seen bowling for columbine that prettymuch sums it up as well. michael moore goes to a bar and the people there have to think really hard when he asks when the last time a violent crime has happened. one old guy said "yeah i think there was a murder around here, maybe 25 years ago. maybe more, i forget." Yea, avoid quebec. unles your fully fluent in french. which i doubt.
je n'aime pas le quebec.
Quite frankly, there is nothing stopping you from visiting the province of QuTbec, even if you don't speak french fluently. There are jackholes everywhere in the world so I can only assume you had the misfortune of having to deal with one of ours.
QuTbec does have its cultural quirks and there is a certain... "disgruntlement" (not sure this is a word but it conveys the idea) towards the rest of "english" Canada. Most of it is no longer justified but, like I said, there are jackholes from everywhere and this matter is still very much a part of our nation's heritage. I don't want to turn this into a political argument so I won't get into stories of who did what to whom and all that jazz. All I want to say is that Quebec is not as bad as some people here seem to want to picture it. Most people will speak very good english (although the accent can be a bit surprising at first) and getting service in french once or twice in a visit is something that can be expected as much as getting service in german while being in Germany or in cantonese while being in China.
I can only hope you can see above those comments (that could be taken as mildly xenophobic) if you ever wonder about what's going on up north. Canada as a whole is a country of beauty and respect. You will find some breath taking sights "from one coast to the other" (our national motto), be it in the Charlevoix region in my province or in the Rockies in Alberta or British Colombia.
J'adore le QuTbec!

Well, I like both Canada and Quebec... but I may have a bit of a Bias.
All over in Quebec is French, with the exception of Montreal. Montreal itself is pretty much divided east and west... with Anglophones on the West Island, and Francophones in the East End. I'm an Anglo, and a child of 2 Anglos, and all through school I had to take French. To be honest, getting a job in Montreal, even the English parts, requires an understanding of French. If learning French is not in the cards for you, don't come to Montreal. I love my home, but you have to be open to learning at least some French.
Its cool actually, because I can sit down in a Bistro and order completely in English, while carrying on a converstation with the waiter/waitress who is speaking only French.... and we understand each other perfectly. Very cool, when you think about it.
Canada is huge.... to fly from Montreal to Vancouver is the same, if not longer, than flying from Montreal to England. (6 Hour flight from Montreal to Vancouver!)
Speaking about Vancouver... what a beautiful city. You rarely get the bitter cold you would get living in the Prairies, yet the best skiing in North America (Whistler/Blackcomb) is less than a 2 hour drive outside of Vancouver. If you enjoying skiing, there is no better place.
As far as the female senery goes, Montreal is awesome... though some may think that many of the women are high maintenance. Not true, but some people think so. BC, specifically Vancouver, has a very large asian population and therefore a large amount of Asian culture. People say Montreal is a very European city... so I guess Vancover could be called a very Asian city. So... if Asian chicks are your thing... grab your sushi roll and head up there.
One poster above had some very good advice... travel. Outside of Canada, I would love to go to England, Ireland, Scotland, Australia, Denmark, Holland, Finland, Iceland, Switzerland..... so many places, so little money!
But back to Canada.... you can sow our flag on your backpack and not worry about getting crappy service abroad.
Plus... our beer commericals rock!
Point 1 Point 2 Point 3 - Our Beaver chasing team...
And the last point... we turn to Cpt. Kirk himself!

Man... this brought a tear to my eye. Thank you.
As for the rest of your post, you are totally right. It is true that to live in Quebec, you need to learn some basics in French. It is a very colourful and beautiful language to learn though so nothing lost by spending some time on that. Learning any additional languages is a good thing imo. Simply getting to learn new expressions or manners of speach can teach you more than you can expect about a culture. You can learn a lot from the swear words as well but since religion can't be discussed here, I can't get into that.
All in all, I think I'm just trying to say: Come to Canada. Winters are cold but so is the beer. Women are hot and so is... women are hot. We got great hockey teams and Canadian football makes the NFL look like a stroll in the park (it's got nothing on rugby if you are looking for blood though). And did I mention we got great, cold, refreshing beer? Just making sure...
Beer.

I hear this all the time, living in Ontario. Well, this past summer, I took a month long trip to the Maritime provinces, including the land of Newfies, and all I can say is that I loved Quebec. I stayed a couple of days in Quebec City, went all around the Gaspe and on the way back home stopped in Sherbrooke. I'm not bilingual by any stretch, never could pick up French, and I had no problem with the language barrier at all. While most of Canada (especially Ontario and west) are unilingual, almost everyone I met in Quebec had a good understanding of english if not outright bilingual.
On the opposite side of the spectrum, I spent a few days on the island of St. Pierre (off the coast of Newfoundland) which is French territory (i.e., property of the country of France). Even though they are basically part of Canada (they even use Canadian currency as their unofficial currecy treating it on par with Euros) hardly anyone spoke english, and they get all huffy if you even intimate that they are in anyway Acadian.
Last word on Quebec ... The food is incredible.
