New Venal Alliance (NVA) Charter and Bylaws
STATEMENT OF PURPOSE
The ôNew Venal Allianceö (NVA) has been formed by the fraternity and goodwill of lawful corporations devoted to bringing stability and prosperity to the free peoples of the Venal Region.
The NVA is founded on the principles of integrity, honesty, and representative democracy; full-tempered with the visionary courage to defend these principles with stubborn tenacity and deadly force.
The NVA exists solely for the purpose of securing the general welfare of its member corporations. Piracy will not be tolerated in regions policed by the NVA, and NVA forces will seek out and engage piratical activity when such is detected within our zone of operations.
The NVA is also intent on providing frontier opportunity and trade access to a new generation of like-minded corporations and individuals prepared to unite for mutual defence and prosperous business cooperation.
The NVA seeks good relations with all honorable alliances and factions within the eve star cluster.
And it is the NVAÆs firm intention to eradicate the tyranny and injustice of lawless cartels from the northern territories, so that they might ring with sounds of industry and lawful commerce for all time.
Rights and responsibilities of membership include; commitment to the common defence, and respect and commitment to the goals expressed in the NVA charter. With rights to mutual protection, free access to the resources of NVA territory, free expression and the guarantee of personal liberty for corporations and individual members.
GOALS AND OBJECTIVES
1. Insure the general welfare and security of the NVA members. First and foremost, this is the reason for the formation of the alliance. For the continued prosperity of the peoples of the Venal region, security must be achieved to promote a prosperous state. Piracy and extortion will simply not be tolerated within the NVA. To insure the security of the New Venal Alliance, 3 separate security zones have been established. (See map for details)

NVA FREE PRORECTORATE: Pure Blind and K-TAY7 regions are considered NVA protectorate, open to all citizens of eve, but are subject to patrols by NVA forces to sweep pirates from blockaded systems.
VENAL PROPER: Access to the Venal region is granted to those that apply for a free access pass. A limited number of passes are free to the public and awarded from a weekly allotment on a first come, first serve basis. Passes are requested by means of the NVA forums (place link here) for different activities within Venal proper. The NVA reserves the right to revoke an issued pass at any time.
NVA PROTECTORATE: M-ONENA and HQ6Z-L regions are restricted space reserved for NVA personnel only.
2. Provide an economic trade environment for NVA members. All member corps are encouraged to provide discounts and preferential treatment to fellow NVA members seeking goods and services. Additional, private trade pacts between individual members are also encouraged. The economic growth of any NVA corporation is considered a positive for the alliance as a whole.
In addition, The H-PA29 system has been designated the official NVA internal/external marketplace. This system and its 2 stations are subject to NVA security but are open to all lawful traffic wishing to do trade with the NVA. This system is the centre of the NVAÆs internal and external goods and materials market and should be used by NVA members as well as anyone pursuing good deals from the frontiers of Venal. However, the NVA is interested in producing and maintaining a reasonably stable market for the H-PA29 system and Venal itself. Please do not place ridiculous buy or sell orders for any goods no matter how much the market price for that item fluctuates. The days of people loosing their money for reasons of ignorance are gone. There is no need to still try this trick anymore.

3. Communication. The following forum location and communication channels will be used by the alliance for the purposes detailed below.
Forums:New Venal Alliance NVA Forum - This public forum board is where all official membership requests, grievances, inquiries, and requests for a Venal proper pass should be directed for an official response.
In-game Friend and Foe board F&F List - For a listing of members, military and industrial allies, and enemy corps.
Channel: NVA - This public channel will be open to all New Venal Alliance members, military and industrial allies, and the citizens of EVE. Topics are at the users discretion, but the NVA encourages its members to use tact and respect while using this channel. Any NVA member observed discussing NVA fleet movements, tactical plans or other sensitive information may have their member status immediately suspended or revoked.
Channel: NVA-MEMBERS - This channel will be used exclusively by persons belonging to corporations in the NVA. NAP personnel are not allowed. Inviting non-NVA member corps to channel in contravention of charter will be considered grounds for NVA membership suspension.
Channel: NVA-MARKET - This channel will be for market and trade information, deals and LIGHT =WTT= and =WTS= spamming.
Channel: NVA-(classified 1 ) - This private channel will be used for military operations and will be exclusive to coordination officers and gang leaders. No exceptions. All communications on this channel are considered highly classified. Any ôleakingö of information or posting transcriptions of the conversations on this channel without the NVA councils consent will be grounds for immediate dismissal from the NVA.
Channel: NVA-(classified 2 ) - This private channel is exclusive for the alliance council members to discuss all matters concerning the alliance. The NVA encourages its council members to use tact and respect while using this channel. Any ôleakingö of information or posting transcriptions of the conversations on this channel without the NVA councils consent will be grounds for immediate dismissal from the NVA.
NEW VENAL ALLIANCE
ORGANIZATIONAL BINDING ENDORSEMENT
As the responsible corporate official of (corporate member name), I (individual name) am familiar with, and support the goals and objectives of, the New Venal Alliance. I will make good faith efforts to ensure that my corporation supports the membership commitment and criteria described in the Charter and Bylaws of the New Venal Alliance.

3. Provide "non aggression pact" status for alliance members. All member corps agree to a non-aggression pact between themselves and all other NVA corporations. A state of war cannot be declared between alliance members. Doing so will immediately invalidate the warring corporation's membership. All serious disputes between NVA members should be settled between the two disputing parties as quickly as possible without interference from other alliance members.
4. Provide "mutual protection pact" status for alliance members. The NVA is not obliged to participate in or support an individual corps external [non NVA-territorial] conflict, but NVA members who sympathize with the alliance partnerÆs goals, may provide military assistance and whatsoever economic aid is thought appropriate. It is however proscribed practise for an NVA member to take up arms against another NVA member, wherever the dispute is based, and where external political interests may threaten this, it is strongly advised that NVA members adopt neutrality in such relations to minimise the potential for inter-NVA conflict.[/u]
MEMBERSHIP COMMITMENT AND CRITERIA
Membership in the Alliance is open to corporations who agree to these terms and meet these basic requirements:
1. Corporations must have interests within the Venal / Pure Blind regions.
2. Corporations must not be a pirate corp, harbor pirates or profit from piracy or extortion and must hold each of its members to this same admonition.
3. Applying corporations must be voted into the NVA by a majority vote from the alliance council.
4. Corporations must agree to all content detailed within this charter.
5. Corporations must officially ratify this document within their own corps and publicly declare exclusive allegiance with the New Venal Alliance.
6. Corporations must add the following text to their corporate descriptions; "Member of the New Venal Alliance"
ORGANIZATION AND COMMUNICATION
1. Alliance council. The New Venal Alliance council consists of the CEO and 2 directors from each member corp. Proposals, motions, amendments to the charter, and votes are to be brought to the councils forum and presented in a clear and professional format. All topics are to be discussed with maturity and respect for all opinions presented. Motions set to a vote will be active for a period of 5 days.
2. Alliance Security Forces (MIB). The New Venal Alliance Security Forces will form under separate council and will be composed of warriors, tacticians, and strategists. The MIB will report directly to the NVA council for regular debriefings and tasking of current goals. For security reasons, all military doctrine, organization, and rules of engagement will be detailed in the classified document: NVA SECURITY 1. The alliance will have 3 levels of security status; GREEN, YELLOW, and RED. Current security levels will posted to the public on a secure anchored marker at the N-Q5PW gate in the KK-L97 system. Additional markers will be placed at the 1-Y6KI & 9-266Q gates in the H-PA29 system.
Condition GREEN: Peacetime status. Minimal security with only regular standing operation being the *gatekeeping detachment patrolling the open H-PA29 system. The free pass system is in effect.
Condition YELLOW: Heightened security due to tense situations, military raids or threats of war. The free pass system will be temporarily suspended, but the H-PA29 system remains open to the public. All ships in the H-PA29 system will be subject to random detainment and cargo inspections.
Condition RED: Wartime status. War has been declared by or on the NVA. All non NVA travel to the H-PA29 system is denied, the free pass system is suspended indefinitely, and continuous patrols from the H-PA29 system to Tribute space are instituted.

Current NVA News Update
As you will gather from this post; the NVA has ratified its alliance charter and normalised political operation. All current member corporations are in sworn agreement with the NVA structure, and corporate representatives have been appointed to oversee the return to council governance.
We are however still at war condition RED and access to NVA territory is restricted as explained in the charter above.

The war itself has entered a new phase; with Biomass Alliance shying away from direct fleet confrontation and returning to traditional piratical methods to score mission kills and small victories.
NVA will, in the coming weeks, be harrying the Biomass Alliance in the territory beneath criminal domination; and an important part of this strategy will be the sponsoring of Free Lonetrek guerrilla action against the piratical empire, where and whenever we are able to do so.
This will not be a swift war, and it will not be glorious.
Biomass and their allies are adept at hiding, evading pursuit, minimising their own losses at every turn. Their pilots are very patient and think nothing of hiding at mid-point bookmarks to spend hours in taunting their pursuers. To them a night in the station is a night in the bar, and something to be celebrated.
We all know the campaign against them will be hard and frustrating.
But it is a campaign that needs to be won.
Lonetrek today is a near wasteland beneath the depredations of these psychotic and cowardly cartels. Gone is the hopeful aspiration of honest pioneers from times before.
But now is the time for right-thinking men and women to shake off their terror and take up arms against these slavers of aspiration and fight to take back homes and livelihoods long crushed by the presence of criminal greed.
It is time to take sides. No ship is too small, no gesture irrelevant; arm kestrels, gather intelligence, join the anti Biomass forces gathered whenever you can. Even pirates sometimes sleep on the bridge of their ships and the humblest merchant can score kills against unwary villains. And if you cannot fight with weapons and ships then fight with funding and investment; there are many fine mercenary companies that have earned our thanks in times before, revenge and justice can be purchased. Never waste your isk on bounties held within the corrupt concord system; spend instead on professional fighters who make the taking of pirate scalps their speciality.
And the NVA makes fair warning now that no piratical collaboration and quisling profiteering will be tolerated in the fighting to come, for this is a struggle with the highest stakes ... and if you aid the infrastructure and support of Biomass Alliance you will be considered a war-enemy to be neutralised in the cause of freedom and prosperity for the common good.
We do not hold those who sell on the automated market responsible for those that buy. But we do hold those that negotiate personal deals and arrangements with Biomass fully accountable for the dealings. Mining arrangements, trading passes, protection money, BYOM deals; these things represent collaboration with foreknowledge and will be punished if NVA fleet assets see the chance.
Take a stand and fight!
It truly is the only way that Lonetrek will be free.

Another excellent stab at trying to make the NVA look like a real alliance, rather than the messy dregs of carebear corp scrap that it really is. Our purpose is to remind you of that fact

Thank you m'dear, its true, though the NVA has never lacked for resolve, the Biomice offensive and plague of traitors has encouraged us to tighten our act up quite a bit. In the next couple of days we will release another press release listing ways of joining the NVA by direct personal application and merger, and until then, well, there are plenty of good people in Lonetrek fighting against these villains.

Dunno, its probably a tradition I reckon. And anyway, I hear the Sisters of Eve use archaic printing presses to circulate their internal news-letters, free thuswise of a multitude of nanotechnological and electronic eavesdropping.
Sometimes lowtech can be the best solution ... candlelit dinners are much better than antiseptic test tube fertilization for example. (though looking at the state of some of the caldari Biomice one can certainly see the arguments for less intimate conception)

Oberon Incorporated has been with the NVA for more than a month now and I must say that you wonÆt find a more dedicated group of individuals. And Oberon is proud to be a member of the NVA.
Anything worth having is worth fighting for and we plan to do everything in our power to ensure that the NVA and it's legacy overcomes the malicious Biomice Alliance.
