I have only been playing for a little over a month and am trying to find a good defensive set up for my kestrel. Right now here is my set-up:
HIghs: 3 Upgraded Limos Standard Launchers
Mids: 1 Cold-Gas Arcjet booster 1 named sheild booster 1 small sheild extender
Low: RCU PCU
Any suggestions? I am focusing on my learning skills right now, so my skills aren't the best, but I have to be able to come up with a better set-up than this.

For general small-scale pve, take a small shield booster II (more cap-efficient than named versions). If you fight gunship frigs, keep away and lob missiles at them from a distance. If you fight missiles-spamming ships (guristas), fit an active hardener to resist the damage said missiles are doing, and use your range advantage against rocket boats.
For pvp, don't try to tank a kestrel, just use tackling equipment and rockets.
Also, consider upgrading to destroyers (they'll be very good post-kali) or cruisers if you have the isks.

my philosophy with the kessie is that the best defense is a good offense. Until I have better skills, I mount a fourth missile launcher and use only a civilian AB instead of a normal one. To do this you need to put an MAPC in the low slot, and depending on skills, at least couple of Malkuth launchers instead of standard (prices on these fluctuate wildly, but I tend to pick them up when I see them in the market for 100k-150k); they are easier to fit. I also use a small SB and shield extender. This set up works down to .04 very well (vs Sanshas)--I only need to run from maybe 1 spawn out of twenty or so, and most of them are ridiculously easy. Lower sec then that, however, didn't really work for me.

As a rule choose shield boosters (active tanking) or shield extenders (passive tanking) don't try to do both at once. Fitting damage specific shield hardeners is also recommended.

There is no good defensive set-up for a Kestrel.. It's a frigate.. The only defense a frigate has is speed, and Caldari are the slowest race in the game.. All you can do is make your defense suck less.. Booster or Extender + Hardener is probably your best bet.. Or ECM / Damps if you like the EW route..

Yeah, but will boost your Sig radius, negating basically the best defence of the Frig, it's small size.

What's the rationale for using a booster OR an extender + hardener (ie, all active or passive)? Why not a booster and an extender?

It doesn't negate it. It makes your sig a little bigger but the benefit outweighs the cost. You can still move fast (well maybe not in a caldrai frig ) and keep up your transversal out of web range with standard launchers.

Not by much at all. The sig radius boost is very small compared to the thousand extra shield.
