I've sent the following message to both Sarkos and XirtamVotf of the Curse Alliance. I'm also posting it here so all can be alerted to this incident.
"It has come to my attention a new member of one of the CFS corps has gone "rouge" and is operating in CA space. He just joined Angel Corp two days ago and suddenly has a low security rating. We believe he is a mole or something sent to stir up conflict between the CFS and the CA alliances. I wanted to let you know and ask you inform your other CEOs of this problem. You have the blessing of the CFS to blow him up in CA space if he's found violating the treaty we've signed. His name is ZIGONE and he's a new member of the Angel Constellation Corporation. They are unable to "kick" him from the company until the CEO gets back on Wednesday. Please forward this to anyone in CA necessary and take measures to protect yourself from him. I'm not sure if he's a pirate or someone with another alliance trying to stir things up be he clearly isn't operating under our direction. Thank you. Calladen Nimitz. Councillor. CFS. "
As stated this individual apparently joined a legitimate CFS company and has gone "rouge" almost immediately after joining. While its not confirmed we now know he has a negative rating (-2.5 and getting lower) as well as a bounty. Things that would've prevented him from ever joining a CFS company in the first place. I've also had unconfirmed reports from CFS that he may be in CA space.
While we don't know who he is its pretty obvious he joined strictly to cause problems for the CFS. As he can't be "expelled" from his corp until the CEO is back Wednesday he'll be flying with a corp tag from CFS. I wish to make it known his activities (whatever they may be) that have gotten him a -2.5 rating and bounty as well as any treaty violations are clearly at odds with the principles of the CFS.
CFS is dedicated to maintaining he peace and offers its blessing to CA if they feel the need to destroy this members ship if it is indeed committing acts of treaty violation in CA space.

Please clarify, they both seem pretty plausible to me...

Why dont you ask Xanadu to infiltrate the corp, and then use the "Locate buddies/corp mates inspace" function of the map ?
