The problem here is that the Ishkur then can field 5 mediums for silly damage so to circumvent this just change the damge bonus to lights only. Or, indeed, if you're feeling fruity just leave it as it is

with the 3 minute delay and non-aggresion timed requirements drone users wont be able to constantly spam wave after wave of drone but will be able to operate on extended ops in enemy territory. Drones are neither ammo or a weapon platform but rather something in between. Opponents should by all means be able to kill them but not to the point where the drone user is crippled for damage output until he can next dock and refit.
