Past trial accounts, I've used up pretty decent player names, and when re-exploring EVE this time around, I've noticed that those names I've previously used are locked in expired trials. Trials that never got past the trial stage.
I also found it fruitless to try to log back in to these old accounts to maybe delete the players, or maybe reactivate them for their names.
Could CCP possibly delete dead-end players? Old players that have never made it out of the trial? Old experiments that just take up space?
Since it's impossible to change names once your character is made, and since EVE encompasses all forms of longevity, I believe (being one of intense OCD btw) that getting the name you want is important -- a name not taken by a character still sitting in his pod in the newbie station.
Or a name change should be in order. To protect against abuse, just make it allowable very periodic or once for now. Maybe an old subject, but a reasonable one.

I don't see why we can't have duplicated names. We get on fine in the real world. So what if you're a good guy and you've got the same name as a piwate. Chances are you're in a different corp, with a different face, and a different creation date.
I think it would add an element of detective work if you're trying to track someone down. 16 people with the same name, scattered over the universe....which one is my target????

One cool thing about this game is that old characters don't get deleted. So you can take a year of a break (shock, why would you???) and your character is still there.
If you really want a name that bad, just give the new character a surname. That gives a near zero chance that the name is taken.
Scamming and player impersonation are the two reasons that CCP are incredibly unlikely to allow reuse of existing names.

The real difficulty lies in making corp names that are taken by alts that are invariably in npc corps.
Hence all the periods after many newer corps and even alliances.
