According to this, it says:
cargo capacity bonus = -21,9 % structure hp bonus = 10 %
Description: Increases cargo hold capacity.
All of the expanded cargo modules say this sort of thing (+structure HP -cargo capacity bonus). Shouldn't the cargo capacity bonus be "+" instead of "-"?
Also, for something like this:

The relevant details are that you can fit 780 m3 (capacity) of goods in it but it only takes up 650 m3 (volume) of space in your cargo hold? Is that right?

Taking giant secure cans as an example - they take up 3000m3 in your hold but they have a capacity of 3900m3. So a ship with 9000m3 free in the hold could actually carry 11700m3 with 3 of these cans.
It's a nice way to boost your hold, but you can't put cans in other cans (as far as I know) - you'll get a warning about destroying the universe with a paradox (artistic license used, can't remember the actual message) : )

The online item database is misreporting itself. The bonus for cargo space, in game, is listed as a positive number.

This seems like an unfinished statement. Yes, the item database is misreporting itself (often). Use good judgement. If it sounds too good to be true, then switch one of those attributes to a negative and you've got a more realistic idea of the item.
Good judgement: If you are thinning the walls of a ship, rearranging structure to allow for more cargo space, this will undoubtedly make the structure more flimsy and fragile. Thus a -10% Structure HP Bonus would make more sence than an added bonus.
