Mid-slots 10mn II X5 webber Named 7.5km scrambler T2 tracking disruptor
Low-slots SAR II (Small Armour Repair) Damage Control EANM Something else, can't remember :)
5 medium T2, 5 Light T2 set them up as Frigate group and crusier group

Was looking at the Arbitrator recently and thinking: what's the point when the Vexor exists? "it has superior armor that gives it greater durability than most ships in its class" says the description, but the Vexor has more armour, more grid, more cargo bay, gun bonuses, more sensible highslots ... the Arbi has a feeble bonus to a not very useful form of electronic warfare, and a missile hardpoint.

Arbitrator is pretty good, maybe if it replaced a high slot to another mid or low slot would seem more logical as its bonuses are to ewar or drones an extra lowslot would allow it to tank better.

Med slots > everything :D (not really but the 4th med is really really great)
And you're underating tracking disruptors in a big way. The Vex and Arbi have the same great drone bonus, then the Vex gets a useless damage bonus to guns that very few people would ever fit to it and the Arbi gets a decent bonus to a limited but excellent and under rated type of E War.
Yes the Vexor is generally a little better, but the Arbitrator is different and more versatile.
And it seems no one can read the OP, he said mission set ups ffs. Not that the Arbi is that great for missions. Don't really what I'd put on it to run them tbh, sorry.

Also don't use T2 plates, best named give the same amount of armor and use less grid. Rolled tungsten is the way to go.

The Arb is the equivalent of a Celestis/Blackbird. The Vexor is equivalent to an Omen/Caracal. What one really should ask is what's the point of an Omen? 
I don't necessarily mean that seriously. The moderators here are excellent at policing signatures. |

Yes that's the issue on the hardest level 4s. If you can't kill the webbers fast enough you can swap to a 1600 plate, rockets and pulses for the warp in (loosing the batteries/AB for rechargers). This is not an issue for level 3s of course as they don't have much damage output. Still Arbi for level 4 is more for challenge factor not for efficent mission running.
