Sorry but 11 bil for a 24 mil sp character with also bad attributes and not quite a popular race will not attract too much attention.
I know that 11 bil is a "special" buyout, but it is special because you add some items worth 1 bil MAX (including the lg set). So your "normal" buyout would be around 9-10 ? For a character described in my first sentence is TOOO MUUCH.
With such a high buyout ppl can expect a high hidden reserve.
Thats my 2 cent on why you will not get too much attention with this sale.

just the ship is worth around 1.3b without the slave set and the reserve of the character is not that high.
