Separately on dual monitor? It seems that when I switch to the secondary account, the game on the main screen always minimizes. I would love for this to not happen and be able to play both of my accounts at the same time.

If you have your graphics card set to multi monitor then when you start the first eve (the one you want on your "secondary" monitor) hit escape and go to graphics tab. On there you should be able to choose primary or secondary "card".
If you swap to secondary the game will appear to run like a dog until you drag it across to the secondary monitor, then it'll be fine. Start your other client on first monitor and that one should be fine.
I generally have two separate Eve installs (each on different hard drives) whether I am using dual monitors or not. Also I believe you have to run Eve in Windowed mode for this to work.

Like Dante said, this works, but only in windowed mode. Also, be careful of the strain this puts on your video card. My computer gets fairly hot sometimes and has given me a BSOD a couple times and restarted because it got so hot and the video card freaked out.

Something must be wrong with your machine. I play dual-monitor EVE on a 7900GS in a crappy little eMachine box. The temp-sensitive fans on the card don't even spin up. The thing is quieter than the dehumidifier in the next room. Never had a BSOD, either.

Regarding the temperature concerns there is hope for ATi people. You can get something called ATi Tray Tools (at least it was last time I had an ATi card a few months back), not only does this allow you to overclock (not advisable unless you know what you are doing) it also allows you to adjust the fan speeds/trigger temps. I ran dual screen on my X800 Pro and it was a bit warm with stock fan settings on an aftermarket cooler (Silencer type) but with ATT would keep a steady 55C which is what I set it at.
Latest nVidia drivers appear to cut back core speeds if fans are at 100% but temp reaches the cutoff area. I've got a 7950GX2 and it hasn't happened to this yet, but the "cutback" temp seems to be ~120C
