If you don't have remote reps you're gonna need at least a medium ancillary armor booster in a low slot, lose the 3rd ENAM. You also gonna need an independent tackler cause the prophecy is to slow to catch and hold anything down unless it's a BS, so I'd replace the long point for another web or cap booster. And use 800's if you're using a medium cap booster or you can do dual small cap boosters and use 400's. If you are in a pair then 2 medium neuts are enough.

Plate + ancillary rep + RR could work too. Consider fitting for resists rather than full buffer (specific hardeners / membranes, resist rigs). As for drones: you have 225m3 and 75 bandwidth, i would have 2 max DPS sets - no geckos, so 2 heavies 2 meds and one small (better than 5 meds in terms of DPS) and possibly one set of 3 short/mid range sentries, which could be replaced by one set of small and one of mediums. Using medium armor bots defeat the purpose of DPSing with your drones. Try varying damage types, for instance, set 1: 2x Ogre / 2x Hammerhead / 1x Hobgoblin, set 2: 2x Praetors / 2x Infiltrators / 1x Acolyte.

Two small RR rep a decent amount (like 70hp/s) and cost you around 5mil each. There are whole navy vexor gangs building on those potent little mods. And get a reactive armor hardener (RAH) instead of your third EANM.

Regarding max DPS drone sets, would heavy drones even work against frigate targets? I'm not sure how good their tracking is.

We took a break from the game for a while soon after that idea. When we came back, I was looking at ships and saw the prophecy is a similar ship to the arbitrator, but with better survivability. We decided to try this instead! So, the results were inconclusive. We didn't end up doing that much with the arbitrators, honestly.
