IF the dev blog is correct and all recharge times on shields are nerfed up 50% from previous values INSTEAD of getting an increase proportional to the HP increase, then all ships that get over 50% extra hp will get a passive tank benefit, and those that get less than 50% extra HP will see a passive shield tank effectiveness nerf... that even without considering shield extenders yet. Now, if extenders get a flat 25% increase but recharge times all get a 50% increase, then the overall effectiveness of extenders is severely reduced compared to pre-Kali figures.
All in all, you might want to say by now "omg passive shield tank nerfed into oblivion"... and you might be right in most cases IF THE QUOTED TEXT IS CORRECT: then yes, there is no single ship that can passively shield tank the same amount as it could pre-Kali (given the "proper" pre-Kali setup, and the best you can acheive in Kali *WITHOUT* rigs). The stuff making you wonder about that is the fact it's often said "combat is expected to last 50% longer" when it's actually more like 35% longer on average, at best, and only around 25% longer at worst... and might be a side-effect of the initial 50% hp increase projection.
However, two things to ponder:
- with the proper rigs, you can reach comparable (or even slightly better in some cases) passive recharge rates as pre-kali... but with some extra drawbacks, and at a loss of rig variety (as if rigs would not exist for your ship in the first place at all)
- the quoted text might in fact very well be incorrect (there are several other inconsistencies here and there too, take for instance the 20%-30% figures for cap boosters)... so you could assume shield recharge time is actually proportional to the HP increase on the ship rather than a flat 50% (probably not equal to exact hp % increase, but a bit closer to 25%, to compensate for the fact extenders are an usual feature in passive shield tanks) ___
So, in other words, I sincerely hope Tux also meant something along the lines of the following figures for Shield Recharge TIMES increases (aprox figures)... T1 BC: +41% T2 BC: +26% T1 dessy: +45% T2 dessy: +29% T1 others: +25% T2 others: +19%
Ok, ok, I know, changes are not final and subject to even more changes, and Tux made the blog in a big big hurry (or maybe not even in a single sitting nor in a single day or maybe not even 100% while sober), but that still doesn't change the fact there's some pretty badly f*cked up math-related inconsistency bits running through the blog text.
Still, a confirmation shield recharge times are NOT subjected to a FLAT 50% increase would be a nice thing to get. Or at least a confirmation that Tux DOES actually think passive shield tanking is really ALL THAT overpowered in Kali that it DESERVED a (rather) significant nerf ? _____ -sig-

Every time they say "increase/decrease shield recharge rate by X%" they ALWAYS mean "decrease/increase shield recharge time by X%"... even if really a X% decrease in shield recharge time DOES NOT equal a X% increase in shield recharge rate (nor vice-versa). Why they persist in making the same mistake over and over again, no idea.
So yeah, the blog MIGHT most probably be mentioning an increase of 50% in shield recharge times across the board. Kind of what I already said and backed up with calculations about it already in the longer post above. _____ -sig-
