Firstly, apologies if this has been gone over but I haven't seen any posts about this particular idea.
Currently low sec is rife with pirate activity and is, in many areas, for more dangerous than most 0.0. Before everyone starts flaming, I don't think low sec should be "safe", on the contrary, pirates will always occupy areas like these as there is so much money to be made and fun to be had but I've long felt there should be more come-upance for people who chose a criminal path. There are an increasing number of anit-pirate groups these days but the problem these folks suffer from is that currently they too operate outside the law and as such can end up looking like that which they wish to destroy.
Low Sec space is IMO akin to the American "Wild West". Low Sec systems are "owned" by their respective races and the laws still apply, it's just there is nobody around to enforce it short of a few groups of vigilantees. I feel that low sec, at least in a RP sense, would be a thorn in the side of the 4 races and they would be keen to do something to help clear the "bad guys" out.
The solution in the Wild West was Sheriffs. They got a badge, a gun and carte blanche to go after the out-laws. This didn't solve the problem as there were simply too many out-laws but it made things difficult for them which is what I think needs to be done in Eve. Not to elimine low sec pirates, just make life harder for them.
So the idea is along these lines: Why not introduce a sheriff-like system whereby a pilot can be granted a license to take down criminals without fear of sentry guns or security status drops. There could be two licenses, one issued by Concord (allowing anti-pirate activity in any low sec system) and the other by a particular race (allowing anti-pirate activity in only that race's low sec systems). To give the "sheriffs" a helping hand they could have access to special non-tradeable modules that would self destuct if lost to stop pirates getting their hands on them. Becoming a sheriff would require good faction standings and a positive sec status. The collection of Concord issued bounty (NOT player issued, leave that part alone) would then only be allowed by someone with the correct license.
In my mind this idea fits with the expansion of the careers and factional warfare aspects of Eve, could be integrated into the new contract system and would not change things too drastically other than pirates losing their ships a little more (no bad thing ).
I think the main problem comes in the implementation though. For example, how do you resolve the current problem of anti-pirates having a low security status without them ratting for a month. If a high security status is needed to get the license then initially most anti-pirates would be inelligable.
Please add comments and suggestions, especially on the implementation.

Already exists. Outlaws can be shot anywhere, anytime.

There's a difference between a pirate and someone who has pirated so much that they have become an outlaw and have Global Criminal status. Currently most of the pirates I come across maintain a high enough security status to avoid the wrath of the sentry guns and can fly through high sec as they please. This means that unless they fire first or the anti-pirate has something that can tank the sentry guns they are largely untouchable. This system serves to change this by allowing licesensed pilots to attack anyone with a negative security status of whatever level, not just one that give them a global criminal status.

what do you think about hiring a form of concord for outposts? These forces you till get Bills for each frig, cruiser, battle cruiser or battle ship you hire but when you do this you can have them 'over look' things your alliance has a 7.5+ relation with. later on this would become more complicated with making some goods illegal in space for those you are >7.5. such as the new booster drugs and some customer goods ect. maybe even tax fee(no more then 1000ISK) for using the gate which would go to paying for the forces, just an idea.

Charlie,
Sorry, but this is a terrible idea. I'm sure that only experienced players would be getting that Sherriff status and as such they are surely going to be better equipped than noob pirates. Furthermore they would now have the advantage of being able to fire first. It's completely unfair to new players to say that there will be experienced players with high tech ships out hunting them if their security status drops below 0.0. That is just a single infraction, and a lot of new players will make honest mistakes not even attempting to be a "pirate" that will cause their sec status to drop below 0.0. All this would do is make it extremely hard for new players to learn how to become a pirate, as well as discourage a lot of a non-pirate newbs, and not have too much of an effect on the pirates who are actually good.
But, there are some things that could be done to make the system better. For one thing, the infractions could be listed into a log for each player, and only a sherrif would have access to this log. This way they could look over what the player had actually done before deciding to kill them on sight. Another thing is that they shouldn't be going after just negative status, the cutoff should be lower than that...maybe -2.5 or something. I'm not sure what level would be good because I don't have negative status and am not familiar exactly how much penalties go for.

Or...you could spend the iskies and declare war on said pirate's corp and go legally hunting him/her/them?
EVE lets you be your own sheriff if you want. Quit asking for someone else to do your dirty work.
