I tried searching for specific references but I couldn't find anything. I think it has somehting to do with blueprints but I really don't know. I see "Tech 2" mentioned all the time here so could someone please kindly explain what that is, exactly? Thanks.

Items comes in tech 1 and tech 2.
Tech 1 items include reqular modules, i.e. mega pulse laser one, and also "named modules". These have funky names, like "mega modulated pluse laser". Named modules have better perfomance, or are easier to fit, or both.
Tech 2 modules have names like "mega pulse laser II". They also have better performance than regular modules. Tech II equipment is player built, and you can not buy the blueprints in the normal market. You have to get them by working for a R&D agent, and there are only so many blueprints allowed in game at a given time, so they are very valuable. Tech II modules also require higher skills to fit.

Cool, thanks for the reply. One more question; I know this has certainly been addressed a lot as well, but if you could clarify for me, what is better to have: Rank 1 or Rank 2? I understand that skill levels are not a subset of ranks, and that ranks are a result of the stat points you earned when you rolled your character, no?
Terribly confused. Thanks again.

The rank of a skill is a static attribute that doesn't change.
The higher the rank, the slower it trains, because the more points are needed to train that skill.

Ok, sorry if I seem a bit dense, but that implies that Rank 1 is more desireable than Rank 2 and up, is that right? Or are Rank 2 and up more desireable because the skills themselves are worth more with the more points applied towards them?
What I'm getting at is this.
I'm Rank 2 in Electronic Warfare, but Rank 1 in Electronics. Does this mean that
a: My Electronic Warfare skills are more powerful than others with Rank 1 or b: It takes me longer to train Electronic Warfare because I am weaker at this skill than others?
Kind of hard to explain, but thanks for trying to understand :)

One more thing:
Sometimes ships are referd to as "tech 2". These are more advanced, very skill intensive versions of normal ships. For example, frigates are tech 1, and interceptors, covert ops, and assault frigates are tech 2 versions.

Nobody has "rank 1 Electronic Warfare." Electronic Warfare is a rank 2 skill just like an 18-wheeler is a truck. Just as there are no 18-wheelers that aren't trucks, there are no Electronic Warfare skills with any rank other than 2.

Like Dark said, Electronic Warefare is a Rank 2 skill for everyone, Electronics is a Rank 1 skill, Long Distance Jamming is a Rank 4 skill.
Doesn't matter who you are Electronic Warefare will take twice as long to train as Electronics and Long Distance Jamming will take twice as long as Electronic Warefare.

I think I gotcha. The skills are whatever rank they are, and they are the same for everyone. Electronic Warfare is a Rank 2 skill and Electronics is a Rank 1 skill for everyone.
Right?

Hmm besied the rank discussion, at what agent lvl can you get BPs? And do they reward t1 aswell? And are those bpos story mission rewards like the implants i'm getting at level 1 and 2 agents?

What kind of BP? Do you mean something like the tech II lottery, or do you mean a faction ship like the Caldari Navy Raven.
The first as far as I know, can be got from any level of research agent, but the higher the level of the agent, the more RPs you get in a shorter space of time. Its the same with the faction BPCs as well. Any level agent, just takes more time to collect the needed LPs for what you want.

Something else that may be obvious but should be pointed out, that no matter what the rank of the skill is, there is different levels depending how much time you've spent training it, up to level 5. And that is what determines who is better in that particular skill and who has what advantages.
