Here's the short of it:
On my 38th mission for lvl2 agent was given the "Save a Man's Career" quest which involved killing a pirate who had stolen the reports of my agent's friend.
Found him, killed him, got reports and returned to finish mission.
My next mission(39th) I was told to gather a certain amount of mexallon and if I completed it others in the corp would take notice.
Had it, handed it over and only got a cash reward - no referal.
I was miffed but I've been doing missions since implants came out so I continued on...
Now, on mission 54 (later that day) I noticed I had 5 reports that weren't stacked with the 50 reports I had in my hanger, so I stacked them and logged for a bit.
Later that night, I logged in and low and behold those 5 reports are unstacked again!!!! BTW everytime I log out/in they will unstack. This has to be a bug and it comes from that mission 38.
What I want to know is, I just got a referal finally at mission 62 (for a level 2 agent), am I screwed in that agents usually only give out 4 referals and I've had 2 chances but only one agent so far?
Also, could this be some wierd bug that could be affecting those trying to get bp's too? Could it be why some people end up getting monumentally UNLUCKY? It might not be just reports causing this - could be anything, but because the object still exisists in your hanger, you lose your chance.
I have petitioned it, and a GM responded with one of the generic replies, to which I replied "Please explain these reports in my hanger."

Dont worry matey you will get your level 3 agent I promise you might have to do anything upto 120 missons for all I know though I did 104 before getting my level 3 so all I can say is keep at it!

yeah, no sweat, mate. i did 130 level 2 missions to get my level 3 agent

I did 130 too, received my referal from a special mission. I had to bring some "special named papers" to another station.
At mission 100 I petitioned and Polaris member guy told me you can get referals up to 200 missions from your lvl 2 agent. GL |

Thanks guys, I'm not really worried about getting the level 3 agent - I know that will come.
What worries me is the fact I have these 5 reports which are somehow coded to be "special" from market bought reports - could it be a bug?
