As per TomB's post/dev blog (http://myeve.eve-online.com/devblog.asp?a=blog&bid=397), there's a section for the new skills (wing and fleet command), and a seperate section for the application of gang bonuses.
That being said, the wing/fleet command skill only appears to restrict the application of gang bonuses. Maybe i was reading the text wrong ("Wing Command allows control of one Squadron per skill .." for the skill and the blog) but anyone right now can control a wing with squads in it, its jst the leadership bonuses don't apply.
Someone with wing command 1 can create multiple wings with multiple squads per wing. Its just the bonuses don't filter down, as they actually DO match how the heirarchy is supposed to work.
With wing command 1 i had 3 full squadrons and a 4th partial one running under my command last night during a test on TQ. Just my gang bonuses didn't apply unless i was a squad leader. Could create empty wings, just didnt want to take the time to add another wing with one or two squads in it, but i'm sure that would have worked....

That doesn't seem to make sense at all. If you don't have wing command skill, you shouldn't be able to form a wing. No fleet command skill, no being fleet commander or controlling multiple wings.
Also, if you're a wing commander, your gang bonuses should propogate to all your squadrons (unless one of the squad leaders has higher levels, which then theirs are used for that particular squad). Same for being fleet commander. That is how TomB's notes read, that's how it should work :P

I created a fleet of one (me), and I don't have wing command. I actually created a gang, and converted into a fleet. It had 1 wing and 1 squad.
Also, I got my gang bonuses, even though I was alone.
