I was wondering what ROF I would get using the Cerberus and T1 standard Heavy Assault Launchers.
With the Cerberus equipped with 2x T2 BCU I got a ROF of 4.38
With the Drake equipped with 2x T2 BCU i got a ROF of 5.15
The Cerberus gives a 5% ROF bonus per HAC level and the Drake gives no ROF bonus, yet it didnt even take a full second off the ROF with HAC level 3 on the Cerberus
Is it me or is there something wrong with that math

Seems fine to me... 5.15 * (1 - 0.15) = 4.3775

Well your math makes it seem right, but is your math right? I thought it was supposed to give a % bonus to rate of fire (x missiles per second*(1+bonus), not a % decrease to the launch time per missile (x seconds per missile*(1-bonus). -----

James if you want to know how many missiles per minutes, divide 60 sec by the ROF, so ROF = 4.38 sec -> 13.7 missiles per minutes ROF = 5.15 sec -> 11.7 missiles per minutes
KnightCrawler, get an other lvl of HAC that will lower the ROF by one sec to 4.12 sec -> 14.6 missiles per minutes

Well, the math works both ways, its just simpler with his.
With your equation a 5.15 second base RoF would give you .194 missiles per second, so.... .194 * (1 + 0.15) = .223 missiles per second, which is about a 4.3 second RoF.
The closer you get to a zero second RoF, the less the RoF will go down. For instance going from a 2 to 1 second RoF would double your missiles per second. Just because the number doesnt decrease by more than 1 doesnt mean that the effect is any less powerful.

Nuh-uh. The math doesn't quite work that way. It's like with RoF bonuses compared to damage bonuses. Like you said yourself, a 50% reduction in RoF actually increases the amount of missiles fired over time by 100%.
Hence, let's take a hypothetical launcher with a ten second RoF. That's 6 missiles per minute. Now let's take a 25% RoF bonus. (Skill to level 5) The RoF is now at 7.5, and holy moley batman, that makes 8 missiles per minute. A 33.33% increase in missiles over time.
