The current state of affairs has limited PvP. There is also to much of a change between 1.0-0.5 security space and 0.4-0.0 security space.
Proposed Change
1.0-0.7: Current rules
0.6-0.5: Frigates and Indies can attack other ships without Concord or Sentry Gun response
0.4-0.3: Cruisers, Frigates and Indies can attack other ships without Concord or Sentry Gun response. Battleships would face a Concord/Sentry response.
0.2-0.0: Current rules
Players would still take security rating hits for attacks. This change would allow places that frigate and cruiser combat can take place. Most established players can afford to lose frigates. Most players don't want to risk expensive battleships.

this would actually be a pretty nice idea. they would have to figure a way around all the exploit possibilities, but i would love to take roving gangs of kestrels through medium security space  .

Tried this in 0.4 space and lost sec. status. That is not working since some patches.

I proposed this same idea not too long ago. It's good to see someone else bringing this up independently of mine. It shows you good ideas are naturally spontaneous and will arise in minds independently of each other.
