Not as I see it. There are MANY other chat options than using local.

The main reasons to look at local in highsec are for intel, and to laugh at people who rage when another player makes them explode.

why not join a player corp and make some friends? then you wont care about local

Most people don't. Why not? Rule enforcement. Having a spam filter and a rule against it, even something rudimentary, would stop most of the spam simply because people would opt not to do it. It is lots of people but those lots of people spam a lot themselves as they want to get their spam back on screen, so they end up spamming every few seconds. |

I find most of the scams to be entertaining. plus you never know when someone will say something useful. my policy is to just not block people.
