If you like PvP, that Perception is **** hot. Decent Int and Mem too.
I'd get Science 3 and Cybernetics 1 when you can - even +1 implants speed things up nicely and they're cheap.
You seem to be on the right track - don't worry about the combat tutorial much, the pirates are fairly heavily camped. Just ask here if you have combat questions.

You can only have one character training at a time, so starting to train an alt wouldn't be a good idea. And no, you can't swap ISK/items between characters. You'd need a third party of some sort. ---

You can only have one charachter skilling up at a time, but if you start another account you can have more. Guy above me is clueless, You create a contract from the char that has the item/s to the char you want to have them. (Make it a personal contract, aka. only one person, the one you assign it to, can claim it. I like my sig... ~~~Sig Stuffs Here~~~ I highly recommend drunken posting. Or perhaps he has only ever played on trial accounts Contracts are not available on trial accounts, but if you are using a paid account you can transfer items as descibed above. Otherwise you need to use person-to-person trades to move goods/ISK between trial accounts, and now that you can no longer have multiple trial account sessions running on a single computer, you will require a friend to help you.
With paid accounts transfering ISK is even easier than moving goods, just add your alt to your buddies list, right click and choose give money. This feature is also only available on paid accounts.
As noted earlier, only one character per account can have a skill training. The other characters are best used for things like scouting, price checking, contract bidding, etc.
Welcome to Eve, it is a big universe, just remember to have fun out there, this a a game after all.

For killing NPC rats, find a nice 0.5-0.8 system away from the hubs (jita/ours/rens) and you should have little problems belt hopping and rat popping. Or get a kill mission and they will be spawned for you. You don't have to finish the tutorial before playing the rest of the game. It's advised that you DO take the time to finish the tutorial, but don't feel like you're "stuck" in it, at some particular step.
No, core or highsec space is NOT safe. It's safer, but not safe. You always have to be on the lookout for trouble anytime you're undocked.

I would agree with everything said here, but I would advise that you finish the tutorial missions/agents. They give good money. You probably won't get that kind of money so easily for a while.
Actually, with that perception, maybe you will. But still, it's practically free money, and a good amount to start off with.

Thanks for all the advice.
I got the tutorial finished last night and finished the first post tutorial mission with 1 minute to shutdown which was also the end of the bonus period - it was intense.
I found the mission pretty hard as the enemy were in groups of 4 to 5 and had much longer range weapons than me meaning my shields were close to down about the time I started shooting back. So lots of trips back to a base to repair then back out. I upgraded to 2x 150mm autocannons, spent a fair wack on ammo, and switched to an afterburner as I'm having trouble keeping getting to optimal range - 892m's whereas I seemed to be between 1.5 and 2k's from the target as we circled. I need longer range guns it seems.
Probably my biggest problem in the tough fights has been hitting the enemy. I've got gunnery 5 and my other shooty skills are at 3,4 and 5 so I'm not sure the best way to improve accuracy. Is there are targeting computer add on? I'm not using anything in my low power slot at present.
What should I prioritise on in terms of spending my hard won cash?
At what stage should I look at joining a player run corporation? I'd quite like to have people to chat with over TS/vent. Anyone know of a Minmater Rebel corperation with a pvp focus?

I would look at what ship you're in first - if its the brand new newbie ship, I'd recommend upgrading to something like a Slasher or a Rifter...if that doesn't work, yes, try Artillery, best range of the projectile weapons, just don't get close to the enemy or you're in trouble .

Motion Prediction skill for the win. Beyond that, make sure you're between optimal range and optimal range+accuracy falloff for decent results - try out this linky for more details.

The eternal question - right now, get a good frigate, then get simple guns and modules for it, and then think about where you want to go and what you want your purpose to be in EVE. Get back to us if nothing else strikes you.

Roleplaying or non-RPing? Well, non-RPing I'd recommend EVE-University, they're trustworthy and help get newbies off to a good start in-game; if you want to hop right into the whole Minmatar struggle thing , Stormriders and Ushra'Khaan would be my personal advice, I've flown with Camar and the rest of the Stormriders as an ally before and they're nice people that are probably the best in that race's RP. They might be able to help you out, if not right away.

1.5-2km range for frig autocannons is FINE. Afterburners is a MUST for an autocannon matari frig. You're doing good there.
Are you missing your targets alot? Once you're in the 1.5-2km range, you should be hitting them fairly frequently. You can fit a tracking enhancer in the lowslot to improve your hit rate. (I didn't really start using tracking modules til much later, so I don't think this is should be a problem for you either.) There are LOTS of ways to improve a loadout, but knowing what frig you're flying will help. (I'm guessing slasher)
Early on, I found shieldboosting to be easier to handle. Make sure you are running either a shieldbooster or an armor repper. Both will save you trips back to the dock for repairs.

You can join a Player corp at anytime, or never. It's really more up to you. I think a PC corp adds immensely to gameplay, but that's just one podpilot's opinion. There is no right or wrong.
Minmatar Rebel Corp? hm..Ushra Kan? Look/post in the recruitment area further down the forums to see if you can make any contacts.

Combine the two and we cooking! Really that is what appeals to me about this game - pvp with an in game context and real things to fight over. I really enjoyed Guild Wars pvp but there is nothing to fight over accept rank.
Seems I misread the price of a new frigate and thought they were millions - lol. So I bought myself a Slasher, wasted 10K on another auto cannon before discovering the third high power slot is for a launcher. I'm gonna need to develop medium projectile turret asap arn't I?

Actually no. Medium turrets are cruiser weapons. Stick with small proj turrets and rocket/missile launchers for now.
Slap a rocket launcher on that slasher for extra oomph. If this fits, go with
2x150mm(EMP S) 1xrocket launcher(foxfire I guess)
1xAB 1xshieldbooster
1xdamage control unit
It's not the best loadout, but should accomplish most L1 missions for you. Keep that DCU and AB turned on at all times, and toggle the shield booster as needed.
But seriously, move into a rifter soon as you can. 300k + fittings. Awesome ship!

Although that is not necessarily the case when corps fight in 0.0 space is it? From what I've read the struggle there has a real impact.

Only two medium power slots on the slasher so I'm using a shield booster and an AB. The shield booster is great as long as I only use it in short bursts. I'm using a standard missile launcher - should I switch to rockets or will this do?
I got spaced by the pirates finally doing the pirate intrusion mission - man is that a hard one to get so early. I was on the last two of the first wave but waited to long to warp out and gotten taken out by a couple of missile hits before warp kicked in. Nasty missiles. I lost alot of loot in my cargo bay :( - some real tasy looking stuff for a noob. I also lost my Minmater graduation certificate which I was carrying cause I wanted to go see the dude mentioned. I still have the other race certificates. Is this really bad?
Still I got away in my escape pod and I've got a new Slasher. Got about 25 more pirates to kill in groups of 5 and I'm gonna take a hammering doing it. Should I do stuff like fire missles and run away to try and split them up? When I charge in vs 5 I take a hammering and inevitably have to warp back to base after killing a couple then come back and do the rest, warp back, etc. Just doesn't feel like I'm doing it the right way. Still I've only had shield boosters recently and they make a big difference.
I struggle with the system overview readout. Items move around constantly making orderly sorting of wreckage difficult. During combat I'm clicking furiously trying to get targets locked at the same time as having to activate weapons, sheilds etc. Is there a short cut key for target/lock on nearest and next closest? Would make life easier.
Guess I'm gonna have to wait on buying anymore skills and save for a Rifter. Thanks again for the advice.

ummm.....no....
You CAN swap isk between characters, very easily.
ISK – open your peoples and places, search for the other character on your account you want to transfer isk to, right click on his name, click transfer funds.
Items – setup a contract with the items you want to transfer, I’m not familiar with the exact method since contracts was only introduced a few days ago, but you can limit the contract to a single player, again, search you’re your other character and set him as the only possible recipient.

I made 500 000k in quick time and I'm seeing what a good money earner a combat pilot is. Bought a heap of new skills and should soon be able to use alot of the cool upgrades people talk about that.
The trip to go buy my Rifter("RMS Riftwalker") was extended with a courier run in the old Slasher when I need more cash for insurance. Touring around the true visual splendour of the game took hold - awesomely atmospheric game.
Thanks to all those who helped me get started! It's great to be flying the spacelanes.
