Can use second tier of of learning at lv4, but not salvage?

ghosttr Amarr Resource Control Agency	Posted - 2006.12.01 10:20:00 - [1] In the patch they made it so that you can get to the second tier of learning skills by only having the first tier to lv4. But you make it so i cant use a salvager until i get lv5 in mechanics, and survey. I think that if your going to make it so that i can access the next tier of skills at lv4 for learning, i should also be able to do it for salvage. I don't have a problem with authority... ...as long as it doesn't get in my way.
