thirdly your trying to create a "specialised" character so shouldnt you be checking out the career path that might have special in it

I've just used the link to check which path will be fastest, so it can be done using that link.
Now go there and do it yourself.

Download EveMon from BattleClinic, select the interceptor and mods of your choice and let the app select the optimal path for you. There's no single answer for this, due to the number of permutations in ships, mods and support skills.

As there's no starting path with very high evasive man. skill, I guess specops would be your best choice, but not by far.
Other than that...[sarcasm mode]
Buy GTCs. Trade for ISK. Buy specialised 'ceptor pilot.

GTC trading doesn't cause inflation, I fail to see a problem with it. Unless of course the people get the ISK to buy the GTC's from Macro Miners.

The "sarcasm" was applied to the "create a character" part, not the whole ISK->GTC->ISK thing.
