How does this work and how can you finde them and are they pnly in new regions?

In reference to the 0.0 cosmos, if thats what you are asking about, you get a pop up when about to enter the constellation, and the agents are on the gates. I checked out the Delve one last night and it is either broken due to cloud mining not being seeded, or I have yet to discover how to find the skill or module besides searching the market in empire... First mission both agents gave required cloud mining... :(

The cloud mining agents at the gates are an introduction into gas harvesting, which plays a major part of the 0.0 COSMOS constellations. Most of the 0.0 COSMOS mission content though is in the hidden agent sites, which you can find in the 0.0 COSMOS constellations. In those missions you can find some interesting rewards, they are very hard on average though so I'd advise you to bring some friends  .

And as usual for cosmos missions, if you do not have the skills nor the equipment yet you will be out of luck as soon as you talk to the agent because of the one-chance-for success decision?
This time I ask before I head to any new content areas after learning about that problem the hard way when the cosmos system had been introduced.

The cause for this is not yet known, but we do have a possible fix in testing.

All i found was a boring neurotoxin implant
